10/5/82

Page -7-

Seven of the machines are owned by her and
her husband, 3 to one person and the remain-
ing to another person. The newer machines
bring in more revenue than the older ones.
She again stressed the $100.00 fee per
machine was too high and it was her feeling
a City the size of Louisville could not
support another arcade, as they are just
making a small profit after expenses. Mrs.
Kelly provided Councilmembers with copies
of what revenue was realized on 7 machines
for a period of 15 weeks.

Mayor Meier

Advised Mrs. Kelly this was the first read-
ing on the ordinance and it was subject to
change. He also advised her if she wished
to submit additional figures on the remain-
ing 12 machines to do so. Give them to the
City Clerk and she would see councilmembers
received copies.

Councilman Cussen

Inquired of Mrs. Kelly if gum was still given
to the children as an incentive.
She stated that they did - also they have
contests and tokens are given the youngsters
for each A on their report cards - also
additional token for a dollar bill spent
in a machine, etc.
Councilman Cussen commented he noticed a
lot of litter and gum wrappers along the
sidewalk. A second concern he expressed was
that people are unable to get down the mall
because of all the bicycles. He asked if
plans were being made to install racks - felt
she had the responsibility to make these
available.
She stated she will ask the young people to
not place their bicycles on the sidewalk.

Councilman Cummings

Commented he did not feel Council was question-
ing her objectives or morals by any means,
but addressing a problem situation. Secondly,
he did not feel that any business that you
venture into that $1,900 for one year is
such a marked-up profit that an arcade will do,
nor did he feel it was an excessive amount.
