<br />Councilman Leary <br /> <br />AUDIENCE COMMENTS <br />Josie Heath <br />Boulder County Commissioner <br /> <br />CITY ATTORNEY'S REPORT <br />nRDINANCE #768 - TAX <br />ZBATE <br /> <br />8/17/82 <br /> <br />Page -4- <br /> <br />Remarked that if the improvements were to <br />be delayed for 2 years, it would not be <br />acceptable; therefore he felt that a time <br />line should be initiated rather than tying <br />them to CO's, and expressed concern. <br />Rupp agreed with his concern and suggested <br />that a specific date be set; if the developer <br />could not meet the date again he would be <br />required to come before council. <br /> <br />Mrs. Josie Heath introduced herself to the <br />Mayor and councilmembers and stated she was <br />present as an observer. She wished to men- <br />tion 3 things that were going on in County <br />that would be of interest to the City. <br />First, the County had just approved the parti- <br />cipation on the lower mortgage Housing, which <br />would mean a 10 million dollar bond issue. <br />These will be available in September. <br />Secondly, the County had just approved their <br />solid waste comprehensive plan and a part of <br />that was a reaffirmation of a commitment to <br />no dumping of hazardous waste within Boulder <br />County. Also, some obvious concerns about <br />the landfill and the responsibilites for that. <br />She felt that the County has a partnership <br />responsibility with those close to the landfill <br />and will be impacted by the future development <br />that is necessary. She advised that she would <br />be very open to working with the Louisville <br />City Council with future expansion plans,or <br />the state of it as well as subsequent issues <br />around the landfill. <br />The third was that they were just beginning <br />the County budget process and have about a <br />4% assessed valuation increase in the County, <br />and one of the things the Commissioners will <br />do is look at what will be done with a <br />possible permanent location in the tri-city <br />area. Mrs. Heath stated she firmly supported <br />a permanent location in Louisville. In fact <br />would support some of the employees of Boulder <br />County move to this location to extend Social <br />Services. <br />Mayor Meier thanked Mrs. Heath for her support <br />and informative report. <br /> <br />Attorney Rautenstraus read the ordinance by <br />title only on second reading and advised <br />the amendments were made at the time of <br />first reading. <br />
