City Council Minutes

MARTIN ,CONTINUED....

Wastewater Treatment
Plant

August 3, 1982

Page 5

called for a major regional shopping center.
which was then one of the largest in the country.
Now without that, the planned road sizes, the place-
ment of the roads, some;of the other utility
projects which are planned, I just think it makes
sense that we sit down together and look at these
plans so we don't build roads which go nowhere
to carry cars that aren't there, in terms of
capacity.

We are not going away, we are people of substance
and integrity, we are going to be here to work
with you because we are part of you, we own property
and we consider ourselves to be a corporate citizen,
if you will, and we have a great invested interest
in this community. We probably have as much in-
vested in this community as anyone in the community.

We want to come out on our investment, and we want
the community to do the same. We have been already.
in the formative stages of alternative use planning.
We have our research departments in Chicago working
on pLa.nning alternative uses, ie, look at property
without a regional shopping center, what can be
done that makes sense. By no means does this mean
all residential. ..this is not good for the community
you need commercial development, and we are commer-
cial developers. I+am not here to predict what
the research will care, because it will be based
on factual basis. We will engage the services of
master planners of appropriate professional creden-
tials who will work with us and the city staff to
plan the property based on those recommendations
and alterntive uses. .

As far as the specific commitments, ie, the ex-
pansion of the waste water treatment plant, it is
my belief that this facility and the capacity
that will be in this facility will be needed
under any conceivable development scenario that
you can come up with, therefore, if I were ranking
the various utility projects, that would be at the
top of the list. In my recommendation to the
company, we should proceed immediately on, and
continue working at a pace as we are doing now.
We have not stopped the planning on the various
projects, but we are reassessing which ones we
need to do and which ones might be drastically
changed as a result of the joint planning between
the city and our planners.
