<br />Councilman Cussen <br /> <br />Councilman Leary <br /> <br />AUDIENCE COMMENTS <br /> <br />CITY ATTORNEY'S REPORT <br />ORDINANCE #768 - TAX REBATE <br /> <br />TION TO PUBLISH <br />-...."--. <br /> <br />Councilwoman Morris <br /> <br />AMENDMENT TO HAVE LIMIT <br />AT $12,000.00 FOR REBATE <br /> <br />Councilman Fauson <br /> <br />7/20/82 <br /> <br />Page -4- <br /> <br />elected officials - any person who has con- <br />tributed to the City, and possibly people <br />from outside the City if they have done some- <br />thing for the City; submit their list to <br />City Council and continue to add to the list <br />as they see fit. <br /> <br />Expressed his desire to make the idea more <br />inclusive more than just the naming of streets, <br />and suggested that future buildings, i.e. <br />libraries, and future schools in the area be added. <br /> <br />Wished this included in his motion. <br />Question called for on the motion. All in <br />favor. Motion carried unanimously. <br /> <br />None <br /> <br />Each councilmember had a copy of the ordinance <br />before them. Attorney Rautenstraus read the <br />ordinance by title only and the request was <br />for Council's authorization for publication. <br /> <br />Councilman Fauson moved, Councilman Ferrera <br />seconded Ordinance #768 - Tax Rebate be <br />published. <br /> <br />Commented that she would like to suggest <br />a maximum limit pertinent to household <br />income of $8,801.00 and up - judging by <br />those people 'who still have a significant <br />income may not need this tax rebate. <br />Attorney Rautenstraus advised as the ordinance <br />now reads everyone 65 and older receives some <br />benefit, but if Council wished this portion <br />changed he would be happy to make the change. <br />It was his suggestion that an $11,000.00 <br />maximum be placed in this category. <br /> <br />Councilman Cussen moved, Councilwoman seconded <br />that a maximum household income of $12,000.00 <br />be allowed for a tax rebate on the water and <br />sewer rate increase. <br /> <br />Wished to verify if Black Lung payments were <br />considered income or medical payments? <br />It was his desire to have this considered <br />as a medical payment rather than income. <br />Attorney Rautenstraus advised Black Lung <br />payments could be considered medical payments. <br />The City Administrator will make up the appli- <br />cation form and would be cognate as the govern- <br />ing agency in this respect. Since these types <br />payments are non-taxable they would not be <br />considered income. <br />
