<br />5/18/82 <br /> <br />Page -16- <br /> <br />vouncilman Cussen <br /> <br />Councilwoman Morris <br /> <br />Commented to pick up on Councilman Leary's <br />key words, he too felt it would be a dis- <br />service to the public by not raising these <br />rates. Being a new Councilmember and being <br />made aware of these kinds of needs, which <br />was a long laborious process screeti~Bg.:::thru <br />various budgets and reviewing proposals <br />to cover our operations and maintenance <br />costs, those desired versus absolute <br />necessities, he felt the proposal submitted <br />was the absolute necessity one. Deletions <br />could be made if the water pressure on the <br />hill was not addressed or the problems at <br />the Eldorado Treatment plant, as well as <br />the facility that was built in 1934. The <br />desired figure projected a 77% increase, <br />so Council requested staff to submit other <br />proposals. He too referred to the many items <br />being purchased on leases stating all city <br />residents are paying for these items and <br />felt these things should be budgeted in <br />the correct category to eventually be able <br />to purchase equipment in lieu of leasing, <br />because of lack of funds from the various <br />departments. He also felt Council had to <br />be prudent when the 1983 budget is finalized, <br />and they would have to delete expenditures. <br />Cussen was sympathetic to the concerns ex- <br />pressed through the public hearing and real- <br />ized there would be hardships. A study <br />was run through the computer of various <br />councilmembers, high users, senior citizens, <br />and low users on water consumption relative <br />to costs. This study made him more aware <br />of his own water consumption and found by <br />watering differently he could still maintain <br />green trees, shrubs, and lawn while conserv- <br />ing water. Even though the increase was <br />unpopular, he felt it was badly needed. <br /> <br />Referred to the information sheet - agreed <br />that perhaps it could have contained more <br />information, but wished to comment this was <br />the first time as a citizen of Louisville she <br />had ever received anything like it at her <br />door and really appreciated the effort. <br />She viewed the public hearing as being twofold; <br />one to get input from the citizens; and <br />secondly the opportunity for Council to give <br />information. It was her thought Mr. Woodbury <br />deserved to know exactly where the Eldorado <br />Springs diversion facility is located, and <br />it was difficult for him to judge <br />
