Question called for. <br />All in favor. Motion carried unanimously. <br /> <br />Administrator Wurl advised from the time <br />the open space land had been dedicated to <br />the City 1Nith the annexation agreement, <br />the City has leased back the portion on the <br />hillside, to Jacobs/Kahan, who then sub- <br />leases it to a local farmer for grazing <br />purposes. The fee for 1982 was $875.00 - <br />$700 in 1981. <br /> <br />Councilman Cussen moved, Councilman Cummings <br />seconded that Jacob/Kahan be granted the <br />lease of the open space land for grazing <br />as stated in the agreement. Question <br />called for. All in favor. Motion carried <br />unanimously. <br /> <br />Russ Neill, 1542 Kennedy, Hillsborough West <br />Subdivision stated the subject he wished <br />to address was the relocation of Neodata <br />on the B.S.C.S. property. He presented <br />Mayor and Councilmembers with copies of a <br />letter to the Editor of the Louisville Times, <br />He reported the letter had been signed by <br />71 people from the Mesa Point, Continental <br />View Estates, and Hillsborough West subdivisions. <br />They also planned to submit the letter to the <br />Boulder Camera.. Mr. Neill then read the <br />petition letter in its entirety. <br /> <br />Each councilmember had a copy of the ordinance. <br />Attorney Rautenstraus read the ordinance by <br />title only and the request was for publication. <br /> <br />Inquired what the City's current Code stated <br />as far as confinement was concerned? <br />Attorney Rautenstraus stated the present <br />code does not address this - the reason for <br />the ordinance is, some recent decisions that <br />have more clearly delineated confinement of <br />minors; therefore being able to cite minors <br />easier into mtLnicipal court, rather than <br />have to cite them in juvenile court. <br />
