<br />'. <br /> <br />MRC PROPOSAL <br /> <br />Hayor Meier <br /> <br />Councilman Leary <br /> <br />vJUNCIL AUTHORIZATION <br /> <br />SUPERIOR INTERCHANGE AGREEMENT <br /> <br />2/5/82 <br /> <br />Page -12- <br /> <br />Each member of council had a copy of a <br />memo from Chief Accountant Caranci re- <br />garding this proposal, which applied <br />to excess money paid to Social Security <br />considered unearned income-namely sick pay <br />by the City and city employees. <br /> <br />Wanted to clarify if the $500 retainer <br />fee would be taken from the 50% of the <br />money recovered by them. <br />Accountant Caranci replied it would be. <br /> <br />Inquired of Attorney Rautenstraus if this <br />contract would fall under the bidding pro- <br />cedures of the City. <br />Rautenstraus advised since there is no pur- <br />chase involved and the payment is on a per- <br />centage basis; also the contract is to pro- <br />vide a service to the City, it would not <br />fall under the bidding procedure. <br />Leary asked if the assistance in setting <br />up a system to prevent this from happening <br />again is included in the present cost. <br />The reply was affirmative. <br /> <br />Councilwoman Morris moved, Councilman Ferrera <br />seconded that the Mayor and City Clerk be <br />authorized to sign the MRC Contract for <br />Social Security overpayments, contingent <br />upon the City Attorney's review regading <br />the bid process. Question called for. <br />All in favor. Motion carried 6-0. <br /> <br />Administrator Wurl reported at the State <br />Hiway Commission meeting they considered the <br />agreement, voted unanimously to approve it, <br />and signed all the documents. In t hat pro- <br />cess there was a change that Kahan and Homart <br />bring money in lieu of a letter of credit, <br />which necessitated a change in the agreement. <br />At that time the Attorney General's office <br />felt this did not require council's approval; <br />therefore he had the Mayor and Clerk sign <br />the revised documents. Mr. Kurtz-Phalen <br />of the Governor's office would feel more <br />comfortable if Council would ratify the <br />amendment and tatify the Mayor and Clerk's <br />signature. <br />
