Open Space Advisory Board
Minutes
March 9, 2022
The staff Project Manager is out, so Ember is taking on the responsibility for the trail
work at Davidson Mesa. The work is waiting for good weather to begin.
Laura asked Ember about the volunteer corps for debris removal and erosion
remediation: how are they recruited and communicated with? Ember said staff will start
with looking for volunteers on the Open Space volunteer listserv, which includes OSAB
members, and then expand the search to the City-wide volunteer pool if needed.
6. Board Updates
Wayfinding Tiger Team: Laura & Ember talked about recent meetings between the Tiger
Team, Kristen the consultant, Ember, and Ginger, about wayfinding signs. There was a
discussion of materials, fonts, and bringing the Park sign into alignment with the
Wayfinding sign palette. Staff "vandalized" the sign prototypes to see how much abuse
different materials could take. They are still waiting for formal cost estimates. The
contract with the consultant should be completed this spring.
David announced that Council has approved in -person meetings beginning in April. He
asked that any board members who have concerns about meeting in person reach out to
Ember or him.
David heard from the Mayor that City council has a new idea to hold semi -regular
dinners between council and the various city boards. Deb Fahey chimed in to clarify that
the goal is to develop relationships and communication, but the dinners will also have
limited discussion agendas. She added that the original plan was to hold the dinners
twice a year. They will be considered official meetings and therefore open to the public,
though the public will not be fed. Helen asked if this will take the place of the traditional
council study sessions with boards. Deb said that study sessions will continue, but
these dinners would take the place of a councilmember serving as a board liaison.
Helen asked Deb Fahey to clarify her role at OSAB meetings, as she is a frequent
attendee. Deb replied that she was there in an informal capacity, as she likes to hear
how the boards arrive at their decisions.
David announced that there have been a few board members who didn't get previous
emailed Word documents. David and Charles said they would like switch over to using
Google Docs instead. Laura was concerned that this was software that Ember couldn't
access (city employees use Microsoft Office products). Board members also voiced
concern this could violate open records rules. Ember said she needed to check with
Meredyth Muth, City Clerk, about this topic.
7. Public Comments on Items Not on the Agenda
A. none
8. Discussion Item: OSAB to Provide Feedback Regarding Proposed
Memorial Bench Locations Discussed on December 8t", 2021. Presented by
Ember Brignull, Acting Deputy Director for Parks and Open Space.
Ember reminded the Board how this process was developed and oriented board
members to the maps in the packet. At a previous meeting, board members asked for a longer
