Planning Commission <br />Meeting Minutes <br />March 10, 2022 <br />Page 6 of 10 <br />space and goes into further detail of how versatile it will be for customers as well as the <br />Louisville community. <br />She then discusses their shuttle and valet policies. They will encourage events that <br />have 175 guests taking place on a Friday or Saturday evening to use a shuttle or valet <br />service. The event host will have to organize these services. They are excited about <br />collaborating with other downtown businesses. <br />Dan Kelly, 671 Amelia Ln, Lafayette, CO <br />Kelly thanks the commissioners and staff for their time. He is excited about being a part <br />of the downtown community. <br />Commissioner Questions of Applicant: <br />Diehl asks in terms of the parking mitigation, what is offered and available for a <br />wedding or an event versus what is required? <br />Elvendahl says their initial plan was to require a shuttle based on staff's <br />recommendations of limiting occupancy. We are hoping that that is the requirement and <br />then outside of that, we will strongly encourage it for those larger events. When people <br />are hosting a private event, they want it to go smoothly. If we explain that it will go more <br />smoothly if they have shuttle, we believe that will help with parking as well. <br />Howe asks how many parking spaces the DELO parking lot has. <br />Elvendahl says she believes it is 82 spaces. <br />Osterman says that in their presentation, they mentioned the parking capacity available <br />on the east side of the tracks. In the parking study, you were looking at various different <br />spaces likes the east side and the surrounding streets. My questions is, given the <br />capacity on the east side, how are you able to ensure that the patrons will use that <br />space? <br />Elvendahl says that they looked at all the parking spaces and what would be available. <br />Between the DELO lot and the South street parking, there are 96 spots total. The DELO <br />lot has 67 and the South street portion has 29. Most of the wedding events will have an <br />online website. We will encourage the wedding party to give instructions on parking and <br />where they should park for the event. We will also encourage them to put it on their <br />invitation and ensure that this information is available on their website. <br />Krantz mentions that during Hartronft's presentation, he points out that a development <br />agreement would go beyond what is usually required. Was that in reference to making a <br />formal agreement in saying how the property would be handled? <br />Hartronft says that when you have an SRU, it is a vehicle that is described in the <br />municipal code for dealing with special uses like this. There are penalties and things <br />that can happen if someone violates the terms of the SRU. Some commissioners had <br />asked how the city enforces that. My answer is that you enforce it like any other SRU <br />that is town. The possibility of a development agreement did come up. <br />Zuccaro says that whether it is a development agreement or verbiage on the SRU <br />document, the point is to have an enforceable mechanism. If the commission wants to <br />rely on shuttle service, city staff needs to be able to enforce that. Stating it in a public <br />meeting does not mean it is a regulatory requirement. It needs to be on the SRU <br />document, which we could do. <br />L <br />
