City Council <br />Meeting Minutes <br />February 1, 2022 <br />Page 7 of 12 <br />Christian Dino, 967 Eldorado Lane, stated he has received bids for rebuilding and they <br />are much higher than what staff is showing in the presentation tonight and asked the <br />Mayor and City Council to exempt those rebuilding from the 2021 code. <br />Sally Blair, 401 County Road, encouraged the Council to leave the current energy code in <br />place. <br />Barney Thinnes, 821 West Mulberry Street, asked Council to allow rebuilding to the 2018 <br />code. He wondered what the impact to water pressure at hydrants would have been if <br />hundreds of home sprinklers had been activated. <br />Will Toor, Colorado Energy Office, stated his office is here to provide support to families <br />in Louisville. He noted their staff disagrees with the dollar amount shown to build to 2021 <br />code; they feel they are over stated and offered a peer review of the costs estimates. <br />Cindy White, 954 Arapahoe Circle, urged Council to make a decision so homeowners <br />know what is expected on rebuilding their homes. She asked Council to allow rebuilding <br />to the 2018 codes. <br />Katie Byrnes raised concerns about any additional requirements for properties within 1.5 <br />miles of wildlands and the cost of those requirements. She also asked for clarity on <br />insurance considerations in the Ordinance and Law rider. <br />Tammy Owen, 802 Spyglass Circle, is concerned about the time it is taking for Council to <br />make a decision as homeowners have to make decisions quickly. She asked if the power <br />grid would be able to support all electric for residents and asked that long term numbers <br />be adjusted for inflation. <br />Barba Hickman asked Council to listen to residents. She stated the 2021 Code was <br />adopted for new builds. The 2018 code will provide increased sustainability over what <br />was previously there. <br />Christine Brinker, Southwest Energy Efficiency Project, acknowledged the extreme <br />financial and emotion distress of residents and expressed her concern that the costs on <br />the presentation memo are inflated. <br />David Sinkey, Boulder Creek Neighborhoods, 712 Main Street, stated his firm was one of <br />the builders asked to do research for tonight's meeting. He stated time is of the essence <br />to rebuild and supply chain issues are dramatically impacting rebuilding. Some of the <br />2021 requirements will extend build times as these are not core items. He agreed the <br />2018 code is an improvement over the prior construction. <br />Audrey Debarros, 839 West Mulberry Street, stated she would like to stay in the <br />community but is underinsured and every dollar counts.
