Revitalization Commission <br />Minutes <br />April 6, 2022 <br />Page 2 of 4 <br />Facade Improvement Program Outreach <br />Economic Vitality Director Pierce said the Facade Improvement Program is ready to <br />roll out to businesses and provided a map to divide contacts into zones. Economic <br />Vitality Specialist Brown will meet with all Commissioners before outreach begins and <br />can also attend outreach. She noted that handouts are also available to support <br />outreach. <br />Commissioner Williams —Zone 1 <br />Commissioner Smith - Zone 5 <br />Chair Adler - Zone 2 <br />Commissioner Tofte - Zone 4 <br />Councilmember Leh - Zone 3 <br />Director Pierce suggested that outreach will be a standing item on the agenda so <br />Commissioners can update each other on progress. <br />Terraces on Main Property Tax Increment Rebate Agreement Update: <br />Director Pierce summarized recent LRC direction on the Terraces on Main project and <br />indicated that the applicant has decided not to pursue a request for a First Amendment <br />to the Property Tax Increment Rebate Agreement for 712 and 722 Main Street. She <br />said the item may return on a later agenda since the existing agreement has not <br />reached its termination deadline. <br />Business Matters of Commission: <br />Facade Improvement Program Application: Union Jack Liquor C_ 1160 <br />South Boulder Road <br />Specialist Brown reviewed the application from Unionjack Liquor located at <br />1160 E. South Boulder Road. The property is within the Urban Renewal Area — <br />making it eligible for program funding. In addition, he noted that Planning and <br />HPC review are not required for these improvements. <br />Chair Adler called for public comment; there was none. <br />Commissioner Williams supports the application objectively however, as a <br />private citizen, she takes issue with signs the business has posted in the past. <br />She will abstain from voting on this matter. <br />Commissioner Smith noted it is a valid application. It is the first program <br />application, and we should think about the purpose of the program which is to <br />Agenda Packet P. 4 <br />
