Louisville Art Association — Malt, Vinous and Spirituous Liquor — <br />801 Grant Avenue — April 16, 2022; May 27, 2022; September 3, <br />2022 and November 19, 2022 — 7pm to 9pm <br />Carlson called for any changes to the consent agenda. Seeing none, Lipton <br />moved the consent agenda be approved; Kaufman seconded. All in favor. <br />7. Authority Business <br />A. Public Hearing — New Application: Mile High Pho, LLC d/b/a Mile <br />High Pho — Beer & Wine Liquor License — 1100 W Dillon Road, <br />Suite 100 <br />The public hearing was opened by Carlson. The Secretary stated <br />the application was complete, background reports were completed, <br />the premises were posted, and notice was published as required. <br />There were no authority member disclosures and the members <br />agreed that the boundaries of the neighborhood are the current city <br />boundaries. <br />Carlson moved the entire application be made part of the record of <br />the hearing; Newell seconded. All in favor. <br />The applicant, Tan Ngo was sworn in by the secretary and gave <br />testimony on the location, the nature of his business and the desire <br />for a liquor license. <br />Mr. Ahmed spoke in support of the application after being sworn in <br />by the secretary. <br />After a brief discussion, Machado noted that the applicant was of <br />good moral character, there was a desire for the license to be <br />granted and that all City and State law requirements have been <br />met. Based on those findings Machado moved that the Beer & <br />Wine License for Mile High Pho, LLC d/b/a Mile High Pho be <br />approved. The motion was seconded by Lipton. Roll call vote: <br />Newell, aye; Machado, aye; Lipton, aye; Kaufman, aye; Carlson, <br />aye. <br />B. Rules of Procedure <br />1. Revise current rules — Authority Counsel Culley updated <br />the members on some of the proposed changes to the <br />Rules of Procedure, including correcting outdated <br />references, updating procedures and formatting. <br />2. Addition of "Festival" and Sales Room Applications <br />(Louisville Farmers Market) — Authority Counsel Culley <br />informed the members that significant changes were made <br />
