WCityuiof sville Memorandum <br />Lo <br />Parks & Recreation <br />To: Louisville City Council <br />From: Parks and Public Landscaping Advisory Board (PPLAB) <br />Date: 06/06/2019 <br />Subject: Proposed Program Implementation for the Subdivision Entry Landscape <br />Capital Improvement Project <br />At the January 2019 PPLAB meeting, the Board began the discussion on developing a process for <br />advancing the Subdivision Entry Landscape Capital Improvement Program. <br />This initial discussion eventually led to the creation of a Subdivision Landscape Entry <br />Subcommittee to further explore program development, related policies, and emergent issues. <br />After multiple subcommittee meetings, the Subcommittee then reported back to PPLAB at the <br />May meeting with a program recommendation for adoption. <br />Before moving forward with implementation, the Board would first like to communicate the <br />recommended approach and related issues to City Council. Feedback from Council is <br />appreciated if modifications to the program are recommended. The CIP funding is programmed <br />for planning to occur during 2019, with a $7,000 budget, followed by additional planning and <br />construction in 2020 - 2024, with a $57,000 budget each of those years. This allows for <br />additional time for continued discussion and modifications to the program if deemed necessary. <br />Subdivision Entry Landscape Renovation Program Components and Approach <br />One of the more challenging aspects of creating a program for these areas is that each entryway <br />has its own uniqueness, be it plant material, utilities, maintenance responsibility, citizen's <br />involvement, etc. Taking that all into effect, PPLAB via the Subcommittee has chosen the route <br />of listing components or guidelines of a program that are fiscally responsible and really speak to <br />a common sense approach. These main components or guidelines are essentially considered <br />the Subdivision Entry Landscape Renovation Program. <br />• Prioritization of entryways for landscape renovations will occur through PPLAB. <br />• All subdivision landscape entry designs will be approved by PPLAB. <br />• Replacing or repairing subdivision signs will not be funded nor is a part of this <br />CIP/program. If in disrepair, PPLAB recommends removal. <br />• Annual planting replacements (flowers) will not be a part of this program. <br />• If it currently does not exist, utilities will not be added, i.e., water. Plant material will <br />not be added to entryways that currently do not have irrigation. <br />Two types of design concepts for landscape renovations will occur: simply, those designed with <br />water and those without. <br />M <br />
