Historic Preservation Commission <br />Meeting Minutes <br />May 16, 2022 <br />Page 2 of 5 <br />She mentions the landmark criteria and reviews each one. <br />Criteria 1: Landmarks must be at least 50 years old. <br />• 1021 LaFarge Avenue was constructed approximately 1906, making it 116 years <br />old. <br />Criteria 2: Landmarks must meet one or more of the criteria for architectural, social or <br />geographic/environmental significance. <br />• Architectural Significance — It represents a built environment of a group of <br />people in an era of history that is culturally significant to Louisville. <br />0 1021 LaFarge is an excellent example of a Folk Victorian. This house, as <br />well as the homes immediately adjacent, are identical to the Northern Coal <br />and Coke Company's coal camp house Type C, which was designed by <br />1907. The subject property also remains predominantly unchanged from <br />its original form. <br />o Staff finds the style and integrity of the structure has probable cause to <br />meet the criteria for architectural significance. <br />• Social Significance — It exemplifies cultural, political, economic or social <br />heritage of the community. <br />o The house was constructed for or purchased by local businessman <br />Eusebio Giuseppe "Joe" (E. J.) Di Francia in 1909. Di Francia, an Italian <br />immigrant, was a prominent saloon owner in Louisville. He owned and <br />operated 740 Front at a time when Front Street was known for having a <br />number of Saloons. <br />o Staff finds that the structure exemplifies the cultural and social heritage of <br />the community and there is probable cause to meet the criterion for social <br />significance. <br />Criteria 3: Landmarks should meet one or more criteria for physical integrity. <br />• Physical Integrity — It shows character, interest or value as part of the <br />development, heritage or cultural characteristics of the community, region, <br />state, or nation. It also remains in its original location, has the same historic <br />context after having been moved, or was moved more than 50 years ago. <br />o The house is located in the Barclay Place Subdivision, which was platted <br />in 1901. The property retains all seven aspects of integrity: location, <br />setting, design, materials, workmanship, feeling, and association. <br />o The subject property is found in its original location. <br />o Staff finds probable cause that the structure meets the criteria for physical <br />integrity. <br />Staff Recommendations: <br />Staff recommends that the HPC finds there is probable cause for landmarking 1021 <br />LaFarge under the criteria in section 15.36.050 of the LMC, making the properties <br />eligible for the cost of a historic structure assessment. The current maximum amount <br />available for an HSA is $4,000. <br />Staff recommends the HPC approve a grant not to exceed $4,000 to reimburse the <br />costs of a historic structure assessment for 1021 LaFarge. <br />Commissioner Questions of Staff. - <br />None is heard. <br />3 <br />
