Historic Preservation Commission <br />Meeting Minutes <br />May 16, 2022 <br />Page 4 of 5 <br />significant addition added in the rear and fagade changes to the front <br />elevation. <br />• Social Significance — It exemplifies cultural, political, economic or social <br />heritage of the community. <br />o The house has a long history of associations with families that typify the <br />Louisville social heritage. Many of the first families that lived in the home <br />were immigrants, miners, or both. This includes associations with the <br />Warembourg family who have deep historical ties to this area of Boulder <br />County as well as associations with the founding of the Baptist Church at <br />701 Grant, which was landmarked in early 2021. <br />o Lastly, first owner Harvey Dutton recorded a Declaration of Homestead <br />with Boulder County for five lots that include present-day 516 Lincoln, a <br />testament to America's westward expansion more generally. <br />o Staff finds that the structure exemplifies the cultural and social heritage of <br />the community and there is probable cause to meet the criterion for social <br />significance. <br />Criteria 3: Landmarks should meet one or more criteria for physical integrity. <br />• Physical Integrity — It shows character, interest or value as part of the <br />development, heritage or cultural characteristics of the community, region, <br />state, or nation. It also remains in its original location, has the same historic <br />context after having been moved, or was moved more than 50 years ago. <br />o While the property at 516 Lincoln has seen a number of alterations over <br />time, the property's history is an excellent example of Louisville's <br />development. <br />o The subject property is found in its original location. <br />o Staff finds probable cause that the structure meets the criteria for physical <br />integrity. <br />Staff Recommendations: <br />Staff recommends that the HPC finds there is probable cause for landmarking 516 <br />Lincoln under the criteria in section 15.36.050 of the LMC, making the properties eligible <br />for the cost of a historic structure assessment. The current maximum amount available <br />for an HSA is $4,000. <br />Staff recommends the HPC approve a grant not to exceed $4,000 to reimburse the <br />costs of a historic structure assessment for 516 Lincoln. <br />Commissioner Questions of Staff: <br />None is heard. <br />Applicant Presentation: <br />Kelly Foley, 6489 Ashburn Ln, Highlands Ranch, CO 80130 <br />Foley says they have created their designs and shared them with their neighbors. She <br />talks about loving the community and the importance of preserving the history of the <br />home. She loves the benefits that come with landmarking a house. <br />Commissioner Questions of Applicant: <br />None is heard. <br />k <br />
