Five: Commit to Supporting the City Structure
•Thus, avoid inappropriate involvement in personnel/administrative matters delegated to
staff. But commit, individually and collectively, to conduct that strengthens your structure
and the Council as an institution:
• Resolve to speak with one voice to your Manager and other direct reports. This is
how the Council achieves clarity, credibility and accountability to its voice.
• Use your Manager as a resource.
• In the personnel area, focus on the few big picture items appropriate for Council;
e.g., determining overall budget, selecting and supervising Council's "direct reports;'
setting resource allocation and work plan priorities at the governance level.
Five: Commit to Supporting the City Structure
Where Does the Governing Body Focus Legislative and Corporate Governance is:
its Efforts?
Ownership Policy -setting, big picture, and forward -looking, rather
than making reactive, case -by -case decisions as issues
arise, or after -the -fact.
Governance • Examples: General ordinances, annual budget,
appointment of direct reports, long-term planning,
quasi-judicial and corporate matters reserved to Council.
Management
• The governing body:
• Has longest time horizon —looks down the road.
Supervision • Has the broadest interests in mind.
• Should develop "a taste for the grand expanse of
the big picture."
Front Line Employment
N.
