Five: Commit to Supporting the City Structure <br />•Thus, avoid inappropriate involvement in personnel/administrative matters delegated to <br />staff. But commit, individually and collectively, to conduct that strengthens your structure <br />and the Council as an institution: <br />• Resolve to speak with one voice to your Manager and other direct reports. This is <br />how the Council achieves clarity, credibility and accountability to its voice. <br />• Use your Manager as a resource. <br />• In the personnel area, focus on the few big picture items appropriate for Council; <br />e.g., determining overall budget, selecting and supervising Council's "direct reports;' <br />setting resource allocation and work plan priorities at the governance level. <br />Five: Commit to Supporting the City Structure <br />Where Does the Governing Body Focus Legislative and Corporate Governance is: <br />its Efforts? <br />Ownership Policy -setting, big picture, and forward -looking, rather <br />than making reactive, case -by -case decisions as issues <br />arise, or after -the -fact. <br />Governance • Examples: General ordinances, annual budget, <br />appointment of direct reports, long-term planning, <br />quasi-judicial and corporate matters reserved to Council. <br />Management <br />• The governing body: <br />• Has longest time horizon —looks down the road. <br />Supervision • Has the broadest interests in mind. <br />• Should develop "a taste for the grand expanse of <br />the big picture." <br />Front Line Employment <br />N. <br />
