<br />ORDINANCE No. 1834, SERIES 2022
<br />NOTICE IS HEREBY GIVEN that at a regular meeting of the City
<br />Council of the City of Louisville, Colorado, to be held on June 7, 2022
<br />at the hour of 6:00 p.m., at Louisville City Hall, 749 Main Street,
<br />Louisville, Colorado 80027 or in an electronic meeting, the City
<br />Council will hold a Public Hearing on the final passage and adoption
<br />of a proposed ORDINANCE AMENDING TITLE 9, ARTICLE VIII OF THE
<br />LOUISVILLE MUNICIPAL CODE TO REQUIRE ALL FIREARM DEALERS
<br />TO POST SIGNS AT ALL LOCATIONS WHERE FIREARM TRANSFERS
<br />TAKE PLACE

<br />AN ORDINANCE AMENDING TITLE 9, ARTICLE VIII OF THE LOUIS-
<br />VILLE MUNICIPAL CODE TO REQUIRE ALL FIREARM DEALERS TO
<br />POST SIGNS AT ALL LOCATIONS WHERE FIREARM TRANSFERS TAKE
<br />PLACE
<br />WHEREAS, according to the Centers for Disease Control and Pre-
<br />vention's (CDC's) Fatal Injury Reports for 2015 through 2019, on
<br />average 38,826 people die in the United States as a result of fire-
<br />arms every year. Of these firearm deaths, 38 percent (14,583) are
<br />homicides and 60 percent (23,437) are suicides. An additional 483
<br />deaths annually result from unintentional shootings. Firearms are
<br />the leading cause of death for children and teens in the United
<br />States; and
<br />WHEREAS, an analysis of the National Emergency Department Sam-
<br />p indicates that there are twice as many gun,inluries as gun
<br />/)hs, an average of 76,127 nonfatal firearms injuries occur per
<br />in the United States; and
<br />WHEREAS, a meta -analysis published in the Annals of Internal Med-
<br />icine found that access to a gun doubles a person's risk of death by
<br />firearm homicide, and triples a person's risk of death by firearm
<br />suicide; and
<br />WHEREAS, a study published in the American Journal of Public
<br />Health concluded that access to a firearm during an incident of do-
<br />mestic violence leads to a fivefold risk of homicide to women by
<br />their intimate partner; and
<br />WHEREAS, a study published in the American Journal of Preventive
<br />Medicine found that higher firearm ownership rates are associated
<br />with higher domestic firearm homicide rates among both female
<br />and male victims. States in the highest quartile of firearms owner-
<br />ship had a 65 percent higher domestic firearm homicide rate than
<br />states in the lowest quartile- and
<br />WHEREAS, a study published in the American Journal of Public
<br />Health found a positive and significant association between gun
<br />ownership and non -stranger firearm homicide rates, indicating that
<br />gun ownership is associated with an increased likelihood of being
<br />shot and killed by a family member or acquaintance; and
<br />WHEREAS, a study published in the Journal of the American Medical
<br />Association found that households that locked both firearms and
<br />ammunition were associated with a 78 percent lower risk of self-
<br />inflicted firearm injuries and an 85 percent lower risk of uninten-
<br />tional firearm injuries among children, compared to those that
<br />locked neither; and
<br />WHEREAS, a study published in the New England Journal of Medi-
<br />cine of more than 26 million California residents found that women
<br />who own a handgun are 35 times more likely to die by firearm sui-
<br />cide than women who do not own one. Men who own a handgun are
<br />nearly 8 times more likely to die by firearm suicide than men who
<br />do not own a handgun. The study also found that the risk of fire-
<br />arm suicide is most Pronounced in the year following a person's
<br />first acquisition of a handgun but remains elevated for at least 12
<br />years thereafter; and
<br />WHEREAS, a study published in the Journal of the American Medical
<br />Association found that in King County, Washington, using data from
<br />20-U to 2018, for every self-defense homicide, there were 44 sui-
<br />r seven criminal homicides, and one unintentional death: and
