The plan is to take what is learned today to the LRC meeting with Council on <br />June 28th, then have a downtown assessment on July 18t". The culmination will <br />be a Work Plan developed by DCI and presented to the LRC in August 2022. <br />The history of the LRC was reviewed, including the City/LRC Cooperation <br />Agreement, noting the budget is approved by City Council. The Board is TIF <br />funded and not funded by sales tax. <br />Tax Increment Financing was discussed and how it is used as a catalyst. The <br />LRC likes the idea of policy examples slide saying they feel they do not have <br />input on design. Ms. Correll noted there is a balance of understanding staff role <br />and the LRC role. LRC is a powerful tool to make Comprehensive Plan happen. <br />What are policies to support the vision of the City? <br />The shareback with the County and Fire District was discussed. <br />The LRC liked the idea of having businesses who received funding having a <br />plaque saying the project was funded by the LRC. <br />Accomplishments were discussed: <br />o The fagade improvement has been successful. The LRC would like DCI <br />to make suggestions on how to improve the already successful program. <br />Low barrier, fast turnaround <br />o DELO was a large investment with bonds floated and has been a <br />success. <br />o South Street Underpass <br />In thinking of projects, think "why does LRC support this," "how does LRC <br />support this." <br />Lessons: <br />o We need a communication strategy <br />o Strategize <br />o Understand beneficiaries <br />o The Fagade improvement process works <br />o General LRC approval process is cumbersome and takes 3 months <br />o Need more interaction with Council <br />Obstacles <br />o Approval process — any change would take an amendment to the <br />Cooperation Agreement <br />o How do we advocate for the business community <br />Look at ways to improve processes <br />o Does council have to improve everything? <br />Agenda Packet P. 11 <br />
