process with Planning and City Council. LRC should view this as how does this <br />fit with vision for downtown. The application is complete and meets <br />requirements but up to LRC to vet today. City Attorney Cotton -Baez drafted an <br />agreement which is included in the packet. If approved today, the agreement <br />would go to City Council for approval on June 21st then come back to the LRC <br />in July for final approval. <br />Erik Hartronft of Hartronft Associates, and owner Ryan Rudolph are in <br />attendance. Mr. Hartronft represents owner Rudolph. Mr. Hartronft gave a <br />presentation requesting infrastructure assistance to reconstruct sidewalks, curb <br />and gutter. This framework plan encourages mixed use. Residential is a good <br />supporter of downtown businesses. Streetscape needs assistance. Mr. <br />Hartronft discussed challenges of building and gave overview of project <br />included in the packet. The PUD did not include any improvements on Spruce <br />Street but potential improvements would be desirable. They are fine-tuning <br />design with input from Public Works. They are considering EV charging <br />stations, conduit for power for holiday lights. The electrical needs to be <br />upgraded to meet City goals and provide EV charging stations for private <br />residences. <br />Total cost of assistance is $980,916 and breakdown is included on the <br />application included in the packet. <br />o Construction estimate of streetscape $277,348 <br />o Est street lights, electrical for holiday lights, EV conduit $37,500 <br />o Est underground utilities including Xcel costs $415,000 <br />o Soft cost allowance $87,582 <br />o Contingency $163,486 <br />Commissioner Williams likes the project and asked if the request is consistent <br />with what has been funded in past? Staff responded that this is a higher <br />request. The public infrastructure request process does not have a cap. Staff <br />did not discourage a large contingency based on current costs. Can support <br />some improvements and not others though the applicant will consider how that <br />influences their plans. <br />Chair Adler supports the project as is and wants to help make is successful. <br />She likes the mixed use element. Commissioner Smith asked if applicant would <br />like to consider phases of assistance. Mr. Rudolph said they are looking at the <br />Agenda Packet P. 5 <br />
