City Council <br />Meeting Minutes <br />March 15, 2022 <br />Page 4 of 10 <br />anticipates opening in 2023 with approximately 30 employees, with an average job salary <br />of $30,000. <br />The application meets the Business Assistance Criteria by bringing new basic jobs to the <br />City; drawing new customers, creating new sales tax, and utilizing an existing building. <br />She reviewed the financial incentives: a proposed 50% rebate of building permit fees, <br />sign permit fees, and construction use tax capped at $30,000; and a proposed 50% <br />rebate on new retail sales tax over a five-year period capped at $207,000. The project <br />must be completed by September 30, 2024 and the business must remain in Louisville for <br />a period of ten years or a percentage of rebates received must be repaid. <br />Staff recommends approval of the resolution. <br />Public Comments — None. <br />MOTION: Councilmember Brown moved to approve Resolution No. 16, Councilmember <br />Most seconded the motion. <br />VOTE: Motion passed by unanimous roll call vote. <br />RESOLUTION NO. 17, SERIES 2022 — A RESOLUTION APPROVING A THREE-YEAR <br />EXTENSION OF THE APPROVAL OF THE TERRACES ON MAIN PLANNED UNIT <br />DEVELOPMENT <br />Mayor Stolzmann introduced the item and asked for disclosures, seeing none she opened <br />the public hearing. <br />Planning Manager Ritchie stated all public notice requirements on this application have <br />been met. She reviewed the history of the project noting is was originally approved in <br />March of 2019. If approved tonight, the project would get a PUD extension of three years. <br />She noted that all of the policies and regulations in place when this was approved are still <br />in place including the Comprehensive Plan, the Downtown Framework Plan, and the <br />Downtown Design Handbook. She stated the Planning Commission reviewed the <br />application and gave unanimous support. <br />The proposal continues to meet the applicable policies and regulations. Staff <br />recommends approval of the resolution. <br />David Sinkey, Boulder Creek Neighborhoods 712 Main Street, stated his company had <br />hoped to be well under construction by now but with the impacts of COVID and changes <br />to the market they are delayed. They anticipate moving forward with the project soon. <br />Public Comments — None. <br />
