City Council <br />Meeting Minutes <br />April 5, 2022 <br />Page 8 of 10 <br />are covered in the fixed charge for the first 5000 gallons. That process was decided on as <br />a way to help those users who use very little water and a limited income. <br />MOTION: Mayor Pro Tern Maloney moved to approve Resolution No. 23; Councilmember <br />Brown seconded the motion. <br />VOTE: Motion carried by unanimous roll call vote. <br />AWARD COMMUNITY PARK BOOSTER IMPROVEMENTS CONTRACT <br />City Manager Durbin stated this is an important project for the City. Director Kowar <br />reviewed the project noting it was originally only redoing the irrigation in the park but after <br />review staff is suggesting adding some additional improvements to the park including <br />incorporating the BMX track into the park; adding some landscaping around the dog park <br />pond; and repairing the fencing for the dog park. Staff would like direction on if Council <br />would like these additions included in the contract. <br />Parks Superintendent Dean Johnson reviewed the irrigation project and the new <br />technologies being used. <br />Mayor Stolzmann noted the State regulations for the pond changed recently so it can no <br />longer be used for dog swimming which is why it is blocked off from the dog park. <br />Councilmember Maloney stated he supports this project but notes the cost is significant. <br />He stated we need to be sure to maintain what we have once installed. <br />Public Comments <br />Josh Cooperman, 216 Griffith Street, stated putting in more native ecosystems would <br />have a positive impact on climate change. He asked Council to consider not putting in <br />new sod in some areas but instead install native plants and ecosystems. He suggested <br />examining all parks to replace grass not used for recreational purposes with native plants. <br />Cynthia Come Musslewhite, asked for consideration of more natural spaces and grasses <br />in the parks rather than sod. <br />Larry Donner, 1020 Willow Place, stated he doesn't support natural grasses being planted <br />until there are prescription burns or mowing is used to keep it from being a fire hazard. <br />Councilmember Dickinson stated if there are areas that make sense to have native <br />grasses we should consider that. He suggested amending the contingency to $78,000. <br />Mayor Stolzmann suggested giving staff some discretion regarding adding some native <br />grasses and pollinators in the pond and BMX areas if it is appropriate. <br />
