H. Any other violation or group of violations, which may include a <br />violation of Best Management Practices, which the director determines will <br />adversely affect the operation or implementation of the local pretreatment program; <br />I. Failure to report an accident, prohibited, or non -permitted discharge. <br />Slug, slug load, slug discharge means: <br />A. Any discharge at a flow rate and/or concentration, which will cause <br />a violation of the prohibited discharge standards in section 13.32.040 of this <br />chapter; or <br />B. Any non -routine, episodic nature discharge, including but not <br />limited to accidental spill or non -customary batch discharge, which has a <br />reasonable potential to cause interference or pass through, or in any other way <br />violate the POTW's regulations, local limits or permit conditions. <br />Standard industrial classification (SIC) means a classification pursuant to the <br />Standard Industrial Classification Manual issued by the Executive Office of the <br />President, Office of Management and Budget, including all revisions to date. <br />"Standard " <br />as published b�y <br />> , <br />Storm sewer means a sewer that carries only stormwater, surface water and <br />groundwater drainage. <br />Stormwater means any flow occurring during or following any form of natural <br />precipitation and resulting there from. <br />Supefintenden City Manager or their designee means the person <br />designated by the city to supervise the operation of the POTW, and who is charged <br />with certain duties and responsibilities by this chapter. The term also means a duly <br />authorized representative of the city. <br />Total suspended solids (TSS) means the total matter that floats on the surface <br />of, or is suspended in water, wastewater or other liquids, and which is removable <br />by laboratory filtering and referred to as suspended residue in 40 CFR 136. <br />Toxic pollutant means any pollutant or combination of pollutants listed as <br />toxic in regulations promulgated by the administrator of the Environmental <br />Protection Agency under the provision of CWA 307(a) or other acts (33 U.S.C. § <br />1317(a)). <br />Upset means an exceptional incident in which there is unintentional and <br />temporary noncompliance with permit effluent limitations because of factors <br />beyond the reasonable control of the permittee. An upset does not include <br />noncompliance to the extent caused by operational error, improperly designed <br />treatment facilities, inadequate treatment facilities, lack of preventive maintenance, <br />or careless or improper operation. <br />14 <br />
