General purpose and policy. <br />This chapter sets forth uniform requirements for direct and indirect <br />contributors to the wastewater collection and treatment system of the city and <br />enables the city to comply with all applicable state and federal laws, including the <br />Clean Water Act of 1977 and the general pretreatment regulations (40 CFR 403). <br />The objectives of this chapter are to: <br />A. Regulate the collection of wastewater and treatment thereof, so as to <br />provide for maximum public benefit in regard to the health, safety and welfare to <br />the employees and residents of the city; <br />B. Prevent the introduction of pollutants into the municipal wastewater <br />system which will interfere with the operation of the system or contaminate the <br />resulting sludge; <br />C. Prevent the introduction of pollutants into the municipal wastewater <br />system which will pass through the system, inadequately treated, into receiving <br />waters or the atmosphere or otherwise be incompatible with the system; <br />D. Improve the opportunity to recycle and reclaim wastewaters and <br />sludges from the systems; <br />E. Provide for equitable distribution of the cost of the municipal <br />wastewater system. <br />This chapter shall apply within the city and to persons outside the city who <br />are, by contract, agreement or authorized by the city to discharge into the city's <br />publicly owned treatment works. Except as otherwise provided herein, the city <br />manager or his designated representative shall supervise and control in all matters <br />and shall administer, implement, and enforce the provisions of this chapter. <br />Sec. 13.32.020.
