If the user is a partnership or sole proprietorship: a general partner <br />or proprietor, respectively. <br />C. If the user is a federal, state, or local governmental facility: a director <br />or highest official appointed or designated to oversee the operation and <br />performance of the activities of the government facility, or their designee. <br />D. The individuals described in subsections A through C above may <br />designate another authorized representative if the authorization is made in writing, <br />the authorization specifies the individual or a position responsible for the overall <br />operation of the facility from which the discharge originates or having overall <br />responsibility for environmental matters for the company, and the written <br />authorization is submitted to the city. <br />Best management practices (BMPs) ) means <br />schedules of activities, prohibitions of practices, maintenance procedures, and other <br />management practices to implement the prohibitions listed in section 13.32.040 and <br />40 CFR 403.5(a)(1) and (b). BMP also includes treatment requirements, operating <br />procedures and practices to control plan site runoff, spillage or leaks, sludge or <br />waste disposal, or drainage from raw material storage. BMPs can also include <br />alternative means (management plans, etc.) for compliance with, or in place of, <br />certain established effluent limits. <br />Biochemical oxygen demand (BOD) means the quantity of oxygen utilized in <br />the biochemical oxidation of organic matter under standard laboratory procedures <br />pr-eeedure five (5) days at 20 degrees ±:bNaac Celsius, usually expressed as a <br />concentration (e.g.mg/L). expressed in ter -Ens of weight and eeneentr-atieff <br />milligr-ams per- liter <br />Biosolids has the same meaning as defined by that has „ndef the Colorado <br />Department of Health and Environment Water Quality Control Commission <br />biosolids regulation, 64.9.1, (5 CCR 1002-64) as that <br />regulation may be amended or restated, from time to time. <br />Building sewer means a sewer conveying wastewater from the premises of a <br />user to the city's sanitary sewer main. <br />Bypass means the intentional diversion of waste streams from any portion of <br />an industrial user's treatment facility. <br />Categorical industrial user (CIU) means an industrial user subject to <br />a national categorical pretreatment standard or categorical standard. one of the <br />industfies for- whieh the EPA has established or is in the pr-eeess of establishing <br />Categorical pretreatment standard means any regulation containing pollutant <br />discharge limits promulgated by EPA in accordance with sections 307(b) and (c) of <br />the Act (33 U.S.C. section 1317) that apply to a specific category of users and that <br />appear in 40 CFR Chapter 1, Subchapter N, Parts 405-471. <br />E <br />
