She explains the following: <br />• It required 30% inclusionary housing when a property is rezoned from a non- <br />residential zone district to one that allows residential uses. <br />• It did not apply to residential units developed in a zone district that allows <br />housing through SRU. <br />• It included a fee -in -lieu option. <br />• It did not include new regulatory language in the "Declaration of Policy for <br />Rezoning" of property in the Louisville Municipal Code. <br />She discusses the City -endorsed Boulder County Regional Housing Partnership <br />Regional Housing Strategy that was developed in 2018. <br />• Goal of 12% Housing Permanently Affordable County -Wide by 2035 <br />• Mix of New Housing and Preserving/Acquiring Existing Housing Stock <br />She explains the city ordinance adopted on June 15, 2021 and the following: <br />• Requires that a minimum of 12% of all new housing be deed restricted and <br />o There is a Fee -in -lieu option <br />o Building may occur on -site or acquire units off -site <br />o Land may be dedicated in lieu of providing units on -site <br />o Enter into alternative agreement that provides equivalent affordable <br />housing <br />On August 24, 2021, there was discussion with, and direction from, with City Council. <br />Staff brought a discussion for incentive options that could increase the amount of <br />affordable housing within the City. City Council directed development of a housing study <br />and discussion through the Comprehensive Plan process of possible incentives and <br />areas within the City that could support additional affordable housing. The City received <br />a $60,000 Colorado Department of Local Affairs grant for a housing study. The Housing <br />Study and Comp Plan efforts were postponed due to the 2021 Marshall Fire. <br />She discusses the current draft ordinance, which includes the following: <br />• Included on 2022 City Council work plan <br />• Requires 30% inclusionary housing when a property is rezoned from a non- <br />residential zone district to one that allows residential uses <br />• Applies to property with residential uses approved through an Special Review <br />Use (SRU) <br />• Applies to a General Development Plan (GDP) or GDP Amendment with <br />residential uses <br />• Removes the fee -in -lieu option and requires the construction of on -site units <br />This ordinance would add new rezoning criteria language in Sec. 17.44.050 — <br />Declaration of Policy for Rezoning <br />
