City of Louisville <br />749 Main Street Louisville, Colorado 80027 666-6565 <br />October 15, 1982 <br />Mayor Norbert Meier <br />City Council Members <br />749 Main Street <br />Louisville, Colorado 80027 <br />Dear Mayor and City Council: <br />Submitted herewith is the proposed Budget for the fiscal year <br />1983. The specific requirements of the State of Colorado <br />relating to Municipal Budgeting have been met by this document as <br />presented. <br />Provision has been made for all bond and interest payments as <br />well as obligations relating to land payments and the leasing <br />of vehicles, equipment and buildings. The debt position of <br />the City is detailed and summarized in the budget. The General <br />Obligation Bond limit is set by the State of Colorado at <br />three (3%) percent of the City's actual valuation, which for <br />the budget year 1983 is $114,501,166 permitting a debt limit <br />of $3,435,035 after deducting the amount outstanding on the <br />Pool Bond issue which is $20,500, we have an available debt <br />limit of $3,414,535. Water and Sewer Bonds do not apply to <br />this limit. <br />The major sources of revenues reflected in this budget are: <br />1. Water Charges & Tap Fees <br />2. Sewer Charges & Tap Fees <br />3. Sales Tax <br />4. Service Expansion Fees <br />5. Property Taxes <br />6. Charges for Service <br />7. Construction Permits <br />This budget does not provide for many programs, that in my <br />opinion, the City needs. Items of major importance not <br />provided for adequately are as follows: <br />1. Open Sapce Acquisition <br />2. Needed equipment for Public Works Department <br />3 Water Main Improvements <br />4 Alley Paving <br />5 City Shop Facility <br />
