Recreation Advisory Board
Minutes
July 25, 2022
Golf Course Feasibility Study
David Baril reported that the process started in 2015 with the Golf
Subcommittee, which looked at strengths, weaknesses, opportunities, and
future needs. Consultants have consistently stated that the golf course is in a
good location, easily accessible, and surrounded by communities that can
support a golf course. Golf courses do well when the golf course and the
clubhouse are both in good condition. In the case of the CCGC, the course is
great but clubhouse amenities are lacking.
The building has limited capacity for events and is energy inefficient. There is
inadequate storage space for golf carts. On some recent hot days, players
had to wait for golf carts. David has had to turn away golf outings due to an
inadequate number of golf carts. The staff working space is extremely
crowded.
After reviewing the report from the consultants, RAB members are in favor of
replacing the existing clubhouse with a new, energy -efficient building.
Members believe that the current clubhouse is the worst in the area, and it will
need continual repairs. A new clubhouse will bring enhanced revenue to the
golf course.
Resolved:
The Rec Center Advisory Board has studied the Financial Feasibility
Study For Facility Improvements at Coal Creek Golf Course and strongly
supports Option C, which is a plan to demolish the current clubhouse and
build a new clubhouse. This Board includes non -golfers who believe that
the project will enhance the community.
Motion: Lisa Norgard
Second: Michele Van Pelt
Approved unanimously
David Baril is reaching out to City staff and key stakeholders to determine
additional support for the project. Adam Blackmore stated that he will inform
the Board when the presentation to City Council will be scheduled. This may
happen on August 16. Ginger Cross and board members expressed
appreciation to the committee members who have been working through this
process.
Golf Course Strategic Plan
David Baril passed out the "Coal Creek Golf Course Strategic Plan." The
Strategic Plan began as a project in 2015. Many of the goals have been
reached or are in the process of being implemented. As examples, the golf
course is embracing new technology by using the automatic mower, and the
