City of Louisville, Colorado <br />1991 Annual Budget <br />General Information <br />The City of Louisville was named after Louis Nawatny, a local landowner of the 1870's. The <br />city was incorporated in 1882, and operates as a statutory municipality. Coal mining was <br />the major factor of Louisville's economy for several decades. <br />Today the City of Louisville is primarily a residential community that is located north central <br />Colorado, approximately 20 miles northwest of Denver in southeast Boulder County. <br />Elevation is 5,480 feet above sea level. The city encompasses 7.44 square miles and as of <br />April 1, 1990 has an estimated population of 12,215. <br />Governing Body <br />The city operates under a council -administrator form of government, whereby the city <br />council constitutes the city's legislative and governing body. The City Council consists of six <br />members. Two members are elected from each of the city's three wards to serve staggered <br />four year terms of office. The city council meetings, held the first and third Tuesday of each <br />month, are presided over by the Mayor, who is elected at large to serve a four year term. <br />The Mayor has all the powers, rights, and privileges of a council member. <br />Organization <br />The city council appoints the city administrator to serve as the chief administrative officer of <br />the city. The city administrator serves at the pleasure of city council, implements their <br />polices, provides organizational leadership for addressing major issues, direct business <br />and administrative procedures and appoints department directors. <br />The city council also appoints a city attorney, a municipal judge and several separate <br />boards and commissions to adminster the operations of certain services. <br />Services <br />The city provides a full range of local government services including police protection, <br />municipal court services, street and road maintenance, library, water and sewer services, <br />park and recreational activities, public improvements, planning and general administration. <br />1 <br />
