It reflects the goals you arrived <br />at through several work sessions wherein you began by establishing a mission statement for the <br />city, namely: deliver cooperatively and corporately the goods and services the citizens of <br />Louisville need but which they can't individually deliver, maintain the character, quality of life, <br />and uniqueness of Louisville; address the needs of all, focus those needs, and achieve balance <br />for the overall population; access those needs in the best manner possible within available <br />resources of time and finances. You discussed your vision and ways to reach that vision through <br />specific goals. The goals were refined and you set priorities for each of them. Goals with <br />priority AAA designation are to receive the highest priority for funding in 1993 . Budget. Goals <br />with AA priority designation are to be part of the 1993 Budget with the realization that it might <br />be necessary to complete these goals in phases. Goals receiving a priority A designation are to <br />continue to receive attention through laying groundwork although funding might have to be <br />postponed until future years. A complete list of your goals for 1993 is attached to this budget <br />message as "Attachment A." <br />IMPLEMENTATION OF AMENDMENT ONE <br />In November 1992, Colorado voters approved an amendment to the State Constitution to provide <br />tax and spending limitations on the State government and local governments. The City of <br />Louisville's 1993 Budget reflects the implementation of the provisions of Amendment One. <br />Specifically, Amendment One requires that all governments obtain voter approval of any tax <br />increase or implementation of a new tax or debt obligation. The amendment also stipulates that <br />total annual expenditures be limited to total spending in the prior fiscal year multiplied by the <br />combination of the local growth rate and the rate of inflation in the Denver/Boulder area.
