City Council Finance Committee <br />Meeting Minutes <br />07/18/22 <br />Page 2 of 3 <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br />Louie Delawar addressed the Committee about utility tap fees and water usage. <br />2021 ANNUAL COMPREHENSIVE FINANCIAL REPORT AND AUDITOR <br />COMMUNICATION <br />Paul Kane and Janeen Hathcock from Eide Bailly, the City's independent financial <br />statement auditors, reviewed the City's 2021 financial statements, their opinion on <br />the financial statements, and their required management communication letter. <br />The 2021 Annual Comprehensive Financial Report and Auditor Communication <br />Letter can be located in the July 18, 2022 Finance Committee Meeting. <br />PROPOSED FEES, RATES, AND CHARGES FOR SERVICES FOR 2023 <br />Emily Hogan, Assistant City Manager, presented the proposed fees, rates, and <br />charges for services for 2023. The general fee inflator is proposed at 5.5% for <br />2023. Fees not subject to the general fee inflator are adjusted to reflect market <br />changes. <br />The schedules of City Council approved fees and City Manager approved fee can <br />be located in the packet of the July 18, 2022 Finance Committee Meeting. <br />UTILITY UPDATES <br />Kurt Kowar, Director of Public Works, and Cory Peterson, Deputy Director of <br />Utilities, presented utility updates on the financial impacts of the Marshall Fire, the <br />2022 Drought, and the 2023-2028 Capital Improvement Program requests. <br />Memorandums on each of the three topics can be located in the packet of the July <br />18, 2022 Finance Committee Meeting. <br />14►1194NaN69=117_69:1 1071-11VIR <br />Kurt Kowar, Director of Public Works, and Cory Peterson, Deputy Director of <br />Utilities presented the second quarter 2022 dashboards for the Utility Funds.. <br />The dashboards can be located in the packet of the July 18, 2022 Finance <br />Committee Meeting. <br />El <br />
