SUMMARY: <br />The Planning Commission continued this hearing from the August 11, 2022 following <br />the staff presentation and requested additional information from staff and the applicant <br />on several items summarized in this report. The following is a link to the August 11, <br />2022 meeting packet. <br />https://www.louisvilleco.gov/home/showdocument?id=35928&t=637953180674610029 <br />The applicant is proposing a Preliminary and Final Subdivision Plat to develop the <br />property under the standards of the ConocoPhillips Campus General Development Plan <br />(GDP), which the City approved in 2010, and allows approximately 2.5 million sq. ft. of <br />commercial and office development on the 389-acre property. A Final Subdivision Plat <br />creates lots, tracts, rights of ways, and easements to enable development of the <br />property, and includes a Subdivision Improvement Agreement for the construction of <br />public infrastructure. The proposal includes dedication of several tracts of land to the <br />City for a park, open spaces, trails and a public safety facility, totaling 107.9 acres within <br />the development boundaries. The proposal also includes a dedication of additional 47.4 <br />acres of land for open space use located north of the project in Boulder County around <br />Paradise Lane. <br />Staff has included an updated resolution recommending approval to the City Council <br />with an additional condition No. 9 that addresses the designation of the 18-acre Tract L, <br />located on the southwest side of the property adjacent to US 36 and 88t" Street, as <br />Private Common Open Space rather than publically dedicated land (see Attachment No. <br />1). <br />Staff has also attached all public comments not included in August 11, 2022 packet (see <br />Attachment No. 2). The attachment includes all public comments presented as a <br />supplement at the August 11, 2022 meeting and comments received after the meeting. <br />Public comments provided with the August 11, 2022 packet can viewed at the link <br />above, under Attachment No. 14. <br />COMMISSION INFORMATION REQUESTS: <br />A summary of the Commission's questions and requests for information are in italics <br />and underlined below followed by staff's response. <br />Request for analysis of the development using the City's fiscal impact model with an <br />assumption of a non-profit hospital included in the buildout <br />The City's fiscal model is intended to estimate anticipated revenues and expenditures <br />by City fund over a 20 year period based on assumptions about the development type <br />and buildout timeframe.
