Inquired how much were the present signs off according to the new regulations? Director Rupp advised that he had taken a survey and there are approximately 20 signs that do not meet the present code. It was the Planning Commission's recom- mendation that the non-conforming signs be brought into conformance 3 years after the ordinance has been past. Discussion was held regarding s~gns, revi- talization of the downtown area and the uniqueness of some of the signs. Councilman Carnival moved to delete para- graph 17.24.240, page 19, of Ordinance # 715 "Nonconforming Signs." Seconded by Councilman Domenico. Roll call vote: Domenico - Yes Fauson - No DelPizzo - No Meier - No Carnival - Yes Motion defeated 3-2. Director Rupp brought attention to the sec- tion in the sign code pertaining to billboards which had been included, specifing where they are permitted in the City. Mayor Caranci inquired if there was anyone in the audience supporting Ordinance #715. None. Anyone opposed - none. Inquired if the grandfather clause would apply to the existing signs. Director Rupp explained that the motion had been defeated, consequently it did not apply. Attorney Joss explained the way the amend- ment is written, this is no grandfather clause, and if the ordinance was passed as written all new signs were have to conform, and existing signs would have to conform by April 1, 1984.
