<br />1/20/81 <br /> <br />Page - 5 - <br /> <br />PROCEDURES <br /> <br />Administrator Wurl advised when the <br />contractor is in the middle of con- <br />struction it was more feasible to <br />make the change at that time. Council <br />Carnival asked who made the decisions <br />for all the changes? Is it because <br />of want? Administrator Wurl explained <br />they are made on recommendation of <br />the building inspector or if it was <br />a major change it was processed through <br />the Dept. heads to him and then to Mr. <br />Hillhouse. Mr. Hillhouse explained <br />the reason the changes were made rather <br />than negotiate on a price and send out <br />for bids was so that construction could <br />progress in an orderly fashion. He <br />then stated there had been 60 change <br />order requests this far and he had <br />not approved one without substantial <br />argument with CIC and with Administrator <br />Wurl as an arbitrator to keep the <br />progress going. <br /> <br />Inquired who measured the heigth of <br />the Council counter. <br />Mr. Hillhouse advised they measured <br />the average Councilman's lap. Council- <br />man DelPizzo stated he thought it was <br />too high. <br /> <br />COUNCILMAN DELPIZZO <br /> <br />COUNCILMAN DOMENICO <br /> <br />Stated <br />also. <br />seemed <br />should <br /> <br />he was upset with the changes <br />It was his opinion that there <br />to be some poor planning and <br />not have been so many changes. <br /> <br />COUNCILMAN CARNIVAL <br /> <br />Suggested that perhaps a memo be sent <br />on change orders, who initiated it and <br />their reasons for them to save time, <br />before the work is done, unless con- <br />struction will be delayed an unreason- <br />able time. <br /> <br />APPROVAL OF CHANGE ORDER #5 <br /> <br />Councilman DelPizzo moved that Change <br />Order #5 in the amount of $2,293.00 be <br />approved. Seconded by Councilman Meier. <br /> <br />Councilman Domenico requested that <br />on future projects Administrator Wurl <br />advise Council before change orders <br />are made. <br />Roll Call vote: <br />Fauson - Yes <br />Carnival - Yes <br /> <br />REMARKS <br />
