1/20/81 Page - 5 - PROCEDURES Administrator Wurl advised when the contractor is in the middle of con- struction it was more feasible to make the change at that time. Council Carnival asked who made the decisions for all the changes? Is it because of want? Administrator Wurl explained they are made on recommendation of the building inspector or if it was a major change it was processed through the Dept. heads to him and then to Mr. Hillhouse. Mr. Hillhouse explained the reason the changes were made rather than negotiate on a price and send out for bids was so that construction could progress in an orderly fashion. He then stated there had been 60 change order requests this far and he had not approved one without substantial argument with CIC and with Administrator Wurl as an arbitrator to keep the progress going. Inquired who measured the heigth of the Council counter. Mr. Hillhouse advised they measured the average Councilman's lap. Council- man DelPizzo stated he thought it was too high. COUNCILMAN DELPIZZO COUNCILMAN DOMENICO Stated also. seemed should he was upset with the changes It was his opinion that there to be some poor planning and not have been so many changes. COUNCILMAN CARNIVAL Suggested that perhaps a memo be sent on change orders, who initiated it and their reasons for them to save time, before the work is done, unless con- struction will be delayed an unreason- able time. APPROVAL OF CHANGE ORDER #5 Councilman DelPizzo moved that Change Order #5 in the amount of $2,293.00 be approved. Seconded by Councilman Meier. Councilman Domenico requested that on future projects Administrator Wurl advise Council before change orders are made. Roll Call vote: Fauson - Yes Carnival - Yes REMARKS
