DOWNTOWN <br />COLORADO. <br />��Irlc, <br />LOUISVILLE REVITALIZATION COMMISSION <br />STRATEGY SUMMARY OF FINDINGS <br />PURPOSE <br />The Louisville Revitalization Commission (LRC) has been a strong partner to <br />the City overseeing the Highway 42 Urban Renewal Area and filling project <br />gaps that arise through public -private partnership opportunities for <br />redevelopment. The LRC is seeking to maximize the use of urban renewal over <br />the next ten years to make significant impacts based on enhancing the <br />quality of life for this area through a Downtown Louisville Urban Renewal Area <br />Strategy. <br />The Louisville Revitalization Commission enlisted Downtown Colorado, Inc. <br />(DCI) to assist in facilitating a strategy for the Highway 42 Revitalization Area <br />Framework Plan (the Plan) to assess accomplishments, outline future <br />objectives, and establish an action plan to maximize on urban renewal <br />activities for the remaining years of the downtown urban renewal area. <br />METHODOLOGY <br />DCI will review past and current Louisville Revitalization Commission activities <br />and highlight the ways that Tax Increment Financing (TIF) can work and <br />connect best practices and trends for urban renewal areas and downtowns. <br />The DCI process will establish a strategy and action plan to effectively <br />leverage TIF and the urban renewal authority to further the vision of the City of <br />Louisville in the Plan area. DCI has planned a multi -stage facilitated process to <br />engage with the City and tour the downtown to identify key vision <br />components and activities to maximize the use of urban renewal in the <br />downtown project area. <br />NEXT STEPS <br />The Louisville Revitalization Commission will hold two more meetings to <br />enhance communication and access partners' input for developing a <br />strategy. One meeting will be with the City Council to review the lessons <br />learned, big picture focus areas, and consider enhanced partnership <br />opportunities. The second meeting will include a walking tour of the Plan Area <br />with a DCI Team to see the places and meet the entrepreneurs and local <br />investors in Louisville. <br />21 <br />
