Revitalization Commission <br />Minutes <br />July 13, 2022 <br />Page 4 of 6 <br />In 2016 they asked Council and HPC for a grant for fire sprinkler, windows, <br />rebuilding porte cochere, restore outside of building. Grant was denied. Reason <br />for denial may have been that funding was sunsetting and unclear if voters <br />would reapprove. There was no tenant. Proposed PUD site plan was approved <br />but has expired. New lots have been platted. Greenspace in middle. <br />Greenspace not currently not planned as public open space. There is roughly <br />3000 sf of usable space. Scale is at Warmbourg Farm and Warmbourg have <br />donated back to the site. There is interest in the site for potential users. The <br />reduced need for office space and rising cost has changed feasibility of <br />building. Needs PUD and SRU reapproved and make sure economics work in <br />order to activate site. HPC and LRC can provide structural funding to begin <br />thinking of tenant. Would be a good opportunity. <br />Potential Opportunities and Phasing: <br />Lot 1 — Caranci building addition and renovation <br />Lot 2 - Historic grain elevator rehab for restaurant / bar potential historic <br />interpretive site and/or museum function could be incorporated. <br />Lot 3 - New 20,000 sf mill site building to replace existing building for potential <br />mixed use <br />Outlot — Millsite green open space may have public uses <br />Overall site utilities, access drives, shared parking, amenities, shared <br />stormwater drainage <br />Harntronft said the LRC could fund opportunities to betterment of whole <br />Potential additional public parking in railroad ROW, city lease land <br />Potential underground parking garage — they are willing to partner with City on <br />parking. <br />Current color of the mill was chosen because of boards found below grade, <br />samples were analyzed and color was matched. <br />Randy Caranci — this is the only building left in town that is a delta electrical <br />system. To bring to code and get the building tenatable will be an expense. <br />Customers from bike area love the outlot. He would like to enter a discussion <br />about underground parking and believes, as a private contract, it can be done <br />quickly. <br />Chair Adler noted this is a huge anchor project for downtown. <br />Agena Packet P. 5 <br />
