Sustainability Advisory Board Meeting Minutes <br />August 17, 2022 <br />• Fuel choice. <br />• Exemptions Considered. <br />LSAB drafted an outline for a letter of support in regards to Lotus Sustainability's <br />September 6th presentation on various commercial and multifamily energy code <br />pathways. <br />ACTION ITEM: Lev will turn the following outline into a formal letter by EOD <br />Friday August 26th: <br />LSAB submits this letter in support of the presentation submitted by Lotus <br />Sustainability to the City Council on September 6, 2022. <br />Regardless whether the City Council decides to pursue a policy to <br />strengthen our commercial and multifamily energy codes in the near -term, <br />LSAB encourages the City to participate in the Phase II Regional Cohort <br />that will take place between August 2022 and December 2022. <br />Participation in the Phase II Regional Cohort, which will focus on <br />developing a non -enforceable roadmap to a net -zero energy commercial <br />and multifamily building code by 2030, will enable Louisville to continue to <br />be part of the regional conversation around energy code development and <br />to share lessons and best practices with our neighboring municipalities. <br />If the City Council decides to take an additional step beyond the Regional <br />Cohort and pursue enforceable energy code policy changes in the near - <br />term, LSAB recommends that the City Council pursue Policy 1, known as <br />the Energy Performance Goal policy. LSAB believes that of the three <br />proposed policies, the Energy Performance Goal policy is most aligned <br />with the sustainability values of our board. The Energy Performance Goal <br />policy would require that buildings reduce their Energy Use Intensity (EUI) <br />beyond what the current code requires; in other words, new construction <br />will need to be built more energy -efficient and / or with more onsite <br />renewable energy to meet the target EUIs than the current code requires. <br />However, Policy 2a (Net Zero Energy Code with Appendix CC) and Policy <br />2b (Net Zero Energy Code with Appendix CC + All -Electric Requirements) <br />would not require new buildings to use less energy than the current code <br />5 <br />
