Planning Commission <br />Meeting Minutes <br />September 08, 2022 <br />Page 9 of 13 <br />Moline asks if he can clarify the grading plan and the 250,000 excess of soil. <br />Hardy says we do not anticipate any trucking offsite for that soil. At the PUD level, we <br />will get more specific on the amount, but that 250,000 will be staying on site. <br />Moline asks how they would respond about the public comments saying they are over <br />grading the site. <br />Hardy says when you look at the over lot grading program in the open space areas, the <br />grading taking place has to be done for roads, drainage. We are not cutting and filing <br />just to do it. The central area is the majority of the cut/fill area. <br />Howe asks if there is a possibility in maintain topography in the northern area of open <br />space without grading. <br />Tim Sayler, an engineer with Harris Kocher Smith, says the main grading done just <br />north of Campus Drive in the buffer area is done for the drainage channel. As it goes <br />up, around the small pond, we are not touching that. On the other side of that, there is <br />grading to ensure the water will be draining to the east. Grading continues to the west <br />from that pond that we are not disturbing. <br />Howe says if we assumed that Campus Drive was not there, could you leave that area <br />ungraded and still complete your construction. <br />Sayler says no, because we would not be complying with the current drainage <br />standards. <br />Krantz asks the difference between the two runoff coefficients. <br />Sayler says there are different runoff coefficients for parking lots and open space. He <br />does not have the composite runoff coefficient for the entire site and that it is difficult to <br />determine without knowing what will be built on the site. The runoff coefficient today is <br />very low because it is just dirt. Development increases that though. <br />Krantz asks if that runoff will be going off the site. <br />Sayler says everything must be detained on site. <br />Diehl says in terms of the sustainability plan, how does that get memorialized in the <br />process. <br />Zuccaro says there will be a subdivision improvement agreement (SIA). He says the <br />commission can require a sustainability plan in the subdivision agreement. <br />Diehl asks if that has been drafted yet. <br />Zuccaro says it has not but it will be drafted before it goes to City Council. <br />Howe asks if they can speak more on the habitat management plan. <br />Hardy says we went through the entire development and went through the items most <br />important. That involved the trees and animals. The details of that plan will come out at <br />City Council through the SIA. <br />Krantz asks if we are allowed to make conditions on the previous habitat management <br />plan. <br />Zuccaro says if the commission has reviewed and relied upon that for decision making, <br />the commission should request that document to be put into the official record. <br />Howe asks if they can think of any way to improve the roadway from Campus Drive to <br />96t" St. <br />Hardy says we cannot take it all the way up to the north because of the Boulder County <br />setback. The plan was reviewed by city staff, Boulder Valley School District, traffic <br />engineers, and the fire department and was concluded that this was the best route. <br />Krantz asks how they define life sciences and biotech. What kind of manufacturing <br />does that include? <br />Hardy says those types of spaces usually end up being predominantly office buildings <br />but within those offices, they will have labs.
