Planning Commission
Meeting Minutes
September 08, 2022
component of the criteria and play a factor in the decision -making. She concludes
saying that the 47 acres mentioned is outside of Louisville and should not be part of the
public land dedication.
Discussion by Commissioners:
Brauneis mentions continuing this agenda item to September 22.
Diehl says he is in favor of that. He would like to see the subdivision agreement and
have the sustainability commitments in that document at the next meeting.
Zuccaro says that so far, the commission has requested documentation on the
requirement for natural features as well as documentation on the sustainability
commitments that could be included in the subdivision agreement.
Krantz asks if staff can also provide the habitat management plan and the biological
and cultural resources study. Can we also get a copy of the applicant's presentation
from this evening?
Zuccaro says he can provide that.
Moline says it sounds like the transportation demand management plan is getting close
or there is a draft. Can you speak more on that?
Zuccaro says there are two documents that are in the record. Staff has suggested a
more specific plan be submitted before City Council. He does not think it will be ready at
the next meeting.
Krantz asks if staff can add in more detail the economic impacts to staff's analysis. She
also requests more analysis on how this complies with the 2010 GDP.
Zuccaro says if you reference back to the August memo, it shows that analysis. He
needs a more specific direction in what else the commission would need from staff.
Krantz asks if staff can analyze in more detail specific code sections such as Sections
17.72.030, 17.72.050, 17.72.060, 17.72.160, 17.72.170, and 17.72.010.
Zuccaro says those sections of the code refer to a GDP and the commission is not
reviewing a GDP.
Krantz says she understands that but believes the purpose behind a GDP is
understanding whether or not a subdivision plat complies with the purpose of a GDP.
Zuccaro mentions that the GDP clearly states what uses are allowed and that staff
cannot speculate what is and is not allowed. If the question is how those are interpreted,
then staff could provide more information on that.
Howe asks for new developments on these items. Prior to reaching full build out, traffic
expansions would be needed for the Northwest Parkway and Highway 36 interchange.
If there is any update on those changes or any study that has been done there, that
would be great to have at the next meeting. Secondly, the implication for traffic
improvements requires acquisition of right of way from Boulder Valley School District for
the expansion of Campus Drive. He asks if staff can provide a resolution or evidence of
support of this expansion. Staff has not received a letter of support from the Northwest
Parkway authority related to the right of way acquisition requirement so if there is any
new progress made on that he would like to know.
Zuccaro says staff can provide that information at the next meeting.
Moline moves and Diehl seconds a motion to continue Resolution 13, Series 2022 to
the September 22, 2022 overflow meeting. Motion passes unanimously by voice vote.
COMMISSIONER COMMENTS
None is heard.
14
