The ordinance does suggest that it <br />needs to be within the development. <br />A question was asked about net public land dedication (PLD). The minimum PLD is 37 <br />acres. The gross PLD is 137.3 acres (89.9 acres within the boundaries and 47.4 acres <br />outside the boundaries). The net PLD is 116.7 acres (69.3 acres within the boundaries <br />and 47.4 acres outside the boundaries). <br />He provides additional information on traffic analysis. The Single Occupancy Vehicle <br />(SOV) assumption of 12% of the traveling population is a conservative estimate. The <br />following are traffic distribution assumptions proposed from the applicant's traffic <br />engineer and reviewed by City staff: 60% of Highway 36, 15% of Northwest Parkway, <br />15% of 96t" St, and 10% of other. He mentions that the difference between the traffic <br />study from last year and this year is that there is less square footage proposed to be <br />built. Knowing that, one would think that the traffic would decrease, however, the traffic <br />engineers modeled a hospital campus and medical offices. Those uses have higher <br />traffic demands. The average weekday trips would be 20,745 (an increase of 641 trips). <br />The AM peak hour trips would be 1,926 (an increase of three trips). The PM peak hour <br />trips would be 2,176 (an increase of 166 trips). The applicant updated the traffic study to <br />include a queuing analysis. The applicant's traffic engineer found there is adequate <br />vehicle stacking capacity. <br />Discussing the final grading plan, last month's packet included the storm water drainage <br />and grading plan. He reviews the cut/fill expectations in the phases with road <br />construction and over -lot grading. The PUD stage will also include the final grading <br />plan. <br />Moline refers to one of the grading images and asks if it is fair to say that the places <br />that are not in the green or red will not be graded? <br />Zuccaro says this image is just for the first phase. At the PUD stage, there will be a <br />more precise grading plan. The green or red areas should still have grading. This image <br />does not show all the areas needed to be graded. <br />Krantz says the grading table mentions there will be a 250,000 cubic yard net export of <br />soil. Is that correct? <br />Zuccaro says based on that cut/fill, that is correct. <br />He concludes his presentation by mentioning that there has been certification provided <br />for the mineral rights notification and discusses the sustainability commitments. At a <br />subdivision plat stage, it is not typical to look at the sustainability standards. That is very <br />much a part of the GDP process. The 2010 GDP does not have a similar requirement <br />other than a Transportation Demand Management (TDM) plan requirement. <br />Commissioner Questions of Staff. - <br />Krantz asks what the goals are in the transportation demand management plan and if it <br />can be included with the transportation master plan. <br />Zuccaro says in staff's view, what is important is what has been committed to in the <br />plan itself. Whatever percentage it ends up being in reality is only as good as the <br />resources being put into it. Things staff have talked about with the applicant are RTD <br />Eco-passes for the entire development. There is no RTD service right now so having <br />5 <br />
