Director Rupp also <br />reported this was the responsibility <br />of the developer (Vic Caranci) and <br />he hadn't heard from him. <br /> <br />Inquired of Administrator Wurl what <br />the procedure was for vacating an <br />alley. Administrator Wurl advised <br />the first step would be a letter <br />from the person desiring the vacation <br />of the alley. Secondly that they <br />have the concurrence of all the people <br />adjacent to the alley. The staff <br />then reviews the letter and decides <br />whether the City needs an easement <br />through the alley for existing util- <br />ities. Then we submit a recommenda- <br />tion to the Planning Commission either <br />with or without retainage of an ease- <br />ment for utilities, then the City <br />Attorney prepares an ordinance for <br />Council's approval. <br /> <br />Requested that a stop sign be placed <br />at Walnut and South Sts. <br />Administrator Wurl reported he would <br />check with City Engineer Blanchard <br />to review the situation. <br /> <br />Had received phone calls from Regal <br />Square and requested that perhaps <br />some of the other Council members <br />look at the south wall of apartments <br />if 29 and 30, where the brick work is <br />breaking away. <br />Director Rupp reported that FmHA called <br />a meeting and met with the city staff <br />and Housing Authority. Along with staff <br />were. the contractor, the architect <br />and FmHA representative. After the <br />meeting Director Rupp asked what action <br />could be taken against the contractor <br />at this time. They requested that another <br />structural engineer review the project <br />and give us a report on the problems. <br />He will then pass this information on <br />to Council. Director Rupp also stated <br />that one of the residents was very belig- <br />erant and refused to let them in to <br />correct the problems. <br />
