RD. <br /> <br />STAFF REMARKS <br /> <br />Minutes - page 5 <br />September 18, 1980 <br /> <br />She felt that the issues and agreement <br />should be discussed prior to public dis- <br />cussion. <br />She stated that Council should look for <br />better ways to use agricultural - open <br />space designated land instead of commercial <br />uses. <br /> <br />Mr. Cederberg, stated that one of the City's <br />main selling points has been to provide <br />open space. <br />Mr. Cederberg stated that the Council should <br />study the list of activities scheduled <br />for the fairgrounds. He noted teen acti- <br />vities and asked if that included rock <br />concerts; also noted was the noise from <br />a tractor pull. <br /> <br />Ms. Maagoe, 1132 Jefferson, spoke against <br />the request as she felt it was not good <br />for commercial ventures to be put in <br />open space and agricultural zoned land. <br /> <br />She stated that she was not opposed to the <br />request, but had two questions. <br />1. What about undermining on the site. <br /> <br />2. Why can't the Pow Wow use the Boulder <br />County fairgrounds. <br /> <br />Mr. Rupp stated that at the Planning Commission <br />meeting the concern voiced was on the use <br />of open space. <br />He stated that he has since received a copy <br />of the Boulder County Comprehensive Plan <br />and under section 4-12 permitted uses in <br />agricultural and open space include re- <br />creational facilities, such as fairgrounds. <br /> <br />Under the City 1975 Comp Plan the open <br />space issue addresses preserving natural <br />veatures ie. stream beds, and lakes, Mr. <br />Rupp noted that the City was not destroying <br />those types of natural features and also <br />stated that in view of the Boulder County <br />Comp Plan and City Comp Plan, the Pow Wow <br />use is not in violation, nor is it in <br />violation of the City zoning codes. <br /> <br />Mr. Rupp also pointed out that the request <br />is reasonable use of the ground and consis- <br />tent with the character of the agricultural <br />zone and staff is in support of the appli- <br />cation. <br />
