<br />Minutes Page -3- <br />August 5, 1980 <br /> <br />COUNCIL COMMENTS <br />ORDINANCE NO.689 <br />CONTINUED <br /> <br />Administrator Wurl informed Councilman <br />DelPizzo, this would be Council's decision. <br />Staff's study recommended a speed limit <br />of 35 MPH. If after the traffic light <br />is installed, a new ordinance would have <br />to be written. <br /> <br />COUNCILMAN CARNIVAL <br /> <br />Councilman Carnival remarked that his per- <br />ception of all the studies is that the <br />City will not be warranted for a traffic <br />light, and if the present rate of speed <br />is continued South Boulder Road will still <br />be a hazardous thoroughfare for pedestrians. <br />Mr. Wurl commented that present studies <br />do not meet the Standards for a traffic <br />light. He then informed Council of the <br />adverse effects of installing a traffic <br />light if the Standards could not be met, <br />i.e. reprecussions of a law suit should <br />an accident occur. <br /> <br />AMENDMENT TO ORDINANCE <br />NO. 689 <br /> <br />Councilman Carnival moved that Ordinance <br />No. 689 be adopted. Seconded by <br />Councilman Fauson. <br />Councilman Meier moved that Ordinance No. <br />689 be amended to read South Boulder <br />Road to Highway' 42 and Main St. at 35 MPH <br />and South Boulder Road from Main St. to <br />Via Appia to 35 MPH. Seconded by Council- <br />man Caranci. Roll call vote on the amend- <br />ment Fauson - NO, Domenico No, Caranci Yes, <br />Meier Yes, Carnival No, DelPizzo No. <br />Motion on Ammendment defeated 4-2. <br />Roll call vote on Ordinance #689 - <br />Carnival Yes, DelPizzo Yes, Meier No, <br />Caranci No, Fauson Yes, Domenico No. <br />Vote 3-3. Moti.on defeated on Ordinance #689. <br /> <br />Councilman Caranci requested that City En- <br />gineer Blanchard finish his vehicle study <br />and report back to Council next meeting. <br /> <br />Councilman Meier requested staff report on how <br />the speed limit~ study will work in conjunction <br />with the signal light. <br /> <br />PEDESTRAIAN OVERPASS <br />SOUTH BOULDER ROAD <br /> <br />Councilman Carnival also requested that <br />Staff study the possibility of a pedestrian <br />overpass on South Boulder Road. <br /> <br />ORDINANCE NO. 690 <br /> <br />Presented on Second Reading - Public Hearing <br />Attorney Joss read the Ordinance by title <br />only.
