Increase street reconstruction. <br />The 1998 street reconstruction budget of $1,300,000 has been increased to $1,600,000. <br />G. Increase Historical Commission support. <br />The support for the Louisville Historical Commission has been increased to $14,000 to <br />fund a parttime contract position and repairs to the facility. <br />H. Increase non-profit contributions. <br />The non-profit contributions have increased from $4,000 to $10,000 for 1999. <br />I. Building improvements - New telephone system. <br />A new telephone system has been budgeted for $90,000 in 1999. <br />Other Highlights <br />A. Maintenance and improvements to street lights and traffic signals has increased by $12,575. <br />B. Landscape maintenance has been expanded, budgeted at an additional $20,000. <br />C. Additional janitorial services have been budgeted at $21,000. <br />D. The funding for vehicle replacement has been increased by 17%. <br />E. The 1999 budget includes $50,000 to begin to focus on expansion of City offices and other <br />related improvements. <br />H. The wastewater treatment plant will continue the expansion project at a total second year cost <br />of $2,548,000. <br />I. The Council continues to reserve part of the fund balance in the capital projects fund at <br />$100,000 for community park development, and $100,000 for debt reduction. This brings <br />the cumulative balances to $400,000 for the park and $300,000 for debt. <br />J. <br />The 1999 budget continues the policy begun in 1998 to refund one mill levy. This is due <br />to Louisville's inclusion in the Northern Colorado Water Conservancy District; increasing <br />the property tax by one mill. In 1996, the Council enacted a resolution stating that the City <br />would refund this to the citizens of Louisville through water rebates. <br />Compliance With TABOR Amendment <br />In November 1992, Colorado voters approved an amendment to the State Constitution providing <br />
