Locating parking behind buildings and using landscaping for screening can help to <br />reduce the negative visual impacts of parking areas. <br />POLICY RECOMMENDATIONS <br />Based on the preceding information, staff recommends the following downtown parking <br />policy amendments. Staff requests that the committee discuss the policy <br />recommendation and make a motion giving direction to pursue policy changes. <br />Policy Recommendation <br />1. Remove the cap on development downtown to allow the total developed square <br />footage downtown to exceed 354,000 square feet. <br />2. Reduce the parking requirement to 1 space per 500 square feet of development <br />for all uses except for residential. <br />3. Adopt existing Mixed Use Development Design Standards and Guidelines <br />(MUDDSG) residential parking requirements (See attachment 1) <br />4. Increase Fee-in-Lieu to $15,000/space (cost of surface parking space) for new <br />construction and $7,500/space for renovations of existing buildings. <br />5. Adopt existing MUDDSG standards to allow parking credits and reductions for <br />the following (See attachment 1). <br />a. Credit for on-street parking adjacent to the development <br />b. Reductions for shared parking <br />c. The use of remote parking <br />6. Allow for a 5% parking reduction for the provision of ECO passes for everyone <br />employed in the development. <br />7. Adopt MUDDSG standards for parking lot design (See attachment 1). <br />8. Update the 1998 traffic study to analyze how additional square footage in the <br />downtown area will affect the street network. <br />9. Develop a parking management strategy including the following elements; <br />a. A neighborhood parking permit process to prevent downtown visitors from <br />parking on residential streets <br />b. A plan for future public parking locations including the Post Office site. <br />c. Increased enforcement of parking regulations. <br />d. A paid parking strategy for downtown. <br />e. Strategies for shared parking agreements. <br />ATTACHMENTS <br />Attachment 1: MUDDSG parking requirements and design standards. <br />
