1.Prepare three schematic design alternatives for the corridor that improve the safety and visibility of <br />the pedestrian environment. <br />2.Evaluate the role of motor vehicle and bus circulation in the corridor and prepare alternatives for <br />crossing treatments. <br />3.Evaluate the street cross-section and provide recommendations for each block of the corridor <br />4.Evaluate techniques for conveying storm water using alternative conveying techniques such as <br />swales. <br />5.Evaluate the role of on-street parking in the corridor. <br />6.Evaluate urban design enhancements in the corridor that reflect the aesthetic of Louisville and <br />interface the with Highway 42 design guidelines, including public facilities (i.e. restrooms). <br />7.One schematic design alternative for and underpass, overpass, and at-grade crossing of Highway <br />42. <br />8.Order of magnitude cost estimates for the alternatives. <br />Task 2: RTD Underpass Evaluation <br />The purpose of this task is to identify and evaluate options for crossing pedestrians under the BNSF <br />rail line at South Street. It is anticipated that the pedestrian crossing under the BNSF rail line should <br />be as wide as possible (approximately 30’) to allow for as much natural light as possible into the <br />underpass. A brief description of this task’s criteria, goals and objectives are as follows: <br />1.The pedestrian crossings should promote both an inviting architectural design and safety. <br />2.When possible, use natural light to provide daytime lighting and at night provide adequate lighting <br />so that the underpass emotes safe passage.In addition to usual lighting use supplementary motion <br />activated lights to increase light intensity when pedestrians are present. <br />3.The proposed pedestrian crossings should represent the history of the City of Louisville where <br />mining and the railroad have both played an important part in the development of our community. <br />4.Consider the use of public art, mural work, or some type of art feature on the inside of the <br />pedestrian crossings. All design techniques should take into account graffiti resistant design <br />alternatives. <br />5.Consider the placement of security cameras within the pedestrian crossings for additional <br />pedestrian safety and to be vandalism deterrence. The consultant should provide a <br />recommendation of camera types and numbers. <br />6.Handicapped access will have to be achieved through the proposed design. <br />7.Drainage will also be a focus for any pedestrian underpass. <br />Task 3: Public Involvement <br />The City of Louisville believes the input of the public is first and foremost in any decision making <br />process. To ensure that there is adequate public involvement, the City of Louisville anticipates a series <br />of public meetings that will be part of this design process. The meetings shall consist of a public <br />workshop for citizens and adjacent property owners, a presentation to the Louisville Revitalization <br />Commission (1 or 2 meetings) and a presentation to City Council, for a total of 3 or 4 public meetings. <br />The City is seeking alternative analysis for three alternatives with variations. Once a preferred design <br />is identified, the consultant will be asked to identify impacts and costs of poured in place concrete <br /> <br />
