Page 17 <br />Additional modeling was conducted later in the project to investigate the upfront cost, <br />operational cost, and GHG emissions from buildings complying with the finalized policy <br />options. <br />2.1.2 PoucY RESEARCI <br />Group14 examined existing frameworks for all -electric and net zero energy codes from the <br />City of Boulder, several jurisdictions in California, City of Boston, and New York City. This policy <br />landscape review aimed to complement the energy modeling conducted, and the <br />consulting team utilized both resources to best inform the commercial energy code policies <br />recommended to the City of Louisville. For more detail on the on the policy research and <br />initial energy modeling results, see Group14's report in Appendix A. <br />Public input is crucial to building community trust and ensuring feasibility when developing <br />policies. Recognizing this, the consultant teams and City staff presented the project and <br />energy code considerations to the public through multiple engagement opportunities: <br />1. Two open -house style community meetings. <br />2. An online survey that was open from June 27, 2022 to August 5, 2022. <br />3. Presentations to the Louisville Sustainability Advisory Board and the Building Code <br />Board of Appeals. <br />Feedbackfrom each engagement method was collected,data was cleaned and analyzed, <br />and engagement results were incorporated into the final policy recommendation. Project Results and Discussion <br />3.1 REFI N I N G THE PROJECT SCOPE <br />As the `Building for the Future' project progressed, the consultant team and City Staff <br />continuously refined the energy modeling and the policy options, carefully considering <br />efficacy and relevance to City Council intent. One result of this iterative process was shifting <br />the focus of the analysis away from single-fam ily horn e policy,due to the City having already <br />adopted Appendix RC of the 2021 IECC.
