SUBJECT: DISCUSSION/DIRECTION — COMMERCIAL ENERGY CODE OPTIONS <br />DATE: SEPTEMBER 27, 2022 PAGE 3 OF 4 <br />RECOMMENDATION: <br />Staff is seeking Council direction on one of the three presented options. Based on <br />Council direction, staff will complete a draft ordinance for first and second reading. The <br />consultant and staff recommend consideration of Policy Option 1, which would create <br />an EUI standard. This option would promote more energy efficient buildings beyond the <br />base 2021 IECC and provide more flexibility and lower first cost for commercial property <br />owners to comply. A detailed discussion of each option and the recommendations are <br />included the consultants' final report. <br />FISCAL IMPACT: <br />Staff does not anticipate a significant fiscal impact from any of the code options. <br />However, if the CC Appendix is adopted, some staff time and resources will be needed <br />to create a process to ensure appropriate contracts and agreements are in place and <br />track those agreements over a 15-year period. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />Consideration of a commercial energy code update relates to the Community Design, <br />Development Review Sub -Program objective to promote public health, safety, comfort, <br />convenience, prosperity and general welfare, and the Economic Prosperity objective to <br />maintain positive business relationships and attract and retain a diverse mix of <br />businesses that provide good employment opportunities for Louisville residents. <br />ATTACHMENT(S): <br />1.
