Local Licensing Authority <br />Meeting Minutes <br />August 22, 2022 <br />Page 3 of 4 <br />The Authority agreed to take the public hearings out of order and the <br />hearing for item 7B was opened by Carlson at 6:35 pm. The Secretary <br />stated the application was complete, the premises was posted and <br />notice was published as required with no comments received. There <br />were no reasons to deny the application. <br />There were no Authority member disclosures and the members <br />agreed that the boundaries of the neighborhood are the current city <br />boundaries. <br />Carlson moved the entire application be made part of the record of the <br />hearing; Kaufman seconded. All in favor. <br />To accommodate two witnesses testimony in support was taken out of <br />order. Ryan Whitney was allowed to testify in support of the <br />application. Carol Johnson of Liquor Pros testified about the petition <br />process and results noting the support of the application. <br />Kevin Coates with Dill and Dill presented the application and deposed <br />applicant Ellen Allen on the merits of the license application and her <br />previous experience holding a liquor license. <br />After the presentation Carlson closed the public hearing. Kaufman <br />noted that the applicant was of good moral character, there was a <br />desire for the license to be granted and that all City and State law <br />requirements have been met. Based on those findings she moved that <br />the Fermented Malt Beverage Off -Premises Liquor License for 96t" <br />Street LLC & 7-Eleven, Inc. d/b/a 7-Eleven Store 41348A be <br />approved. The motion was seconded by Machado. All approved and <br />the motion passed. <br />8. Police Department Report <br />None <br />9. Secretary's Report <br />A. Rocky Mountain Tap and Garden Update <br />The Secretary updated the Authority on the status of the "To <br />Go" and Beer Garden area associated with RMTG. The <br />business had presented at Planning Commission last week and <br />the item will be scheduled for a hearing before City Council. <br />The plan is to go through the PUD process so a small structure <br />can be placed on the site and a Tavern license obtained. <br />The Authority discussed the possibility of keeping the "To Go" <br />solution permanent instead of making the site a separate entity <br />
