Parks and Public Landscaping Advisory Board
Minutes
June 2, 2022
E. Marshall fire repair — Enclave and Sunflower parks currently lack electric
power to run irrigation systems, power may not be restored until September.
Part of Washington Street Park was also affected.
F. June 15 Concerts begin, activities planning making satisfactory progress,
working to keep access open.
G. Branch drop off from snow fall tree damage will be conducted at Sports
Complex, chipping may be done on site, or transferred to Branch Drop off near
Cemetery.
H. City Arborist is working on an assessment of fire damage to Pine trees on
McCaslin Street, north of the Recreation Center. Chris will be coordinating with
Arvada or possibly Denver Arborists to help out. Both communities have
expressed interest in assisting with recovery.
6. Board Updates
No updates from board.
7. Public Comments on Items Not on the Agenda
A. Justin Ross, under Contract to purchase home at 888 Mulberry, spoke
with Elizabeth in Planning Department Re: Large, concrete and brick
neighborhood identification feature that is adjacent to the front corner of his
prospective home at Mulberry and Centennial Street intersection. Mr. Ross would
prefer that the entrance sign might be removed from the current location, which
may be City Property. PPLAB member suggested that this request could be
added to Median and Subdivision Sign discussion at a future PPLAB meeting. No
HOA is present that might be responsible for the sign. Current owner is doing
some landscape maintenance behind the marker, but City has done mowing in
the front. Prospective property owner volunteered to check title/property
boundaries. PPLAB asked resident if he is aware if other neighbors would object
to removal of the sign.
8. Discussion of Subdivision Entry Program
A. Board needs to determine which subdivision entries are still the
responsibility of existing HOA's, and try to determine if HOA still active, or is the
location part of City property? Title is not always clear in these situations. Need
to check development plats. Default ownership goes to private property owner
rather than city.
B. Since 2019 PPLAB has been talking about upgrading or improving
maintenance on medians and subdivision entrances to improve their
appearance. Questions like "Should city get involved?" and "Is the current
property owner available to improve the entrance?"
C. Council has approved minor commonsense maintenance/upgrades at
minimal level to improve the appearances. "Fix up, not anything exotic." A small
amount of (unspecified) capital funds were available, but not subsequently
allocated. An additional request was made for the Subdivision entrance just off of
Cherry and another spot, and the city fixed them up a bit. The original
deteriorated sign was removed, no plants were to be installed if no irrigation was
