Open Space staff drafted the Wildfire Risk Assessment <br />RFP and have reviewed the draft with Planning, Public Works, Police Department, Fire <br />Department, CMO, and others. Ember and Adam also shared the draft with Superior. <br />The damage done by the pipeline project on North Open Space has been weeded and <br />re -seeded by the contractor. Staff is collaborating with Public Works to make sure the <br />contractor hits all the items on their punch list. The work should be warrantied for one <br />year. <br />The kickoff meeting to start work on the 104t" Street Trail will be held this week. The <br />current completion estimate is for December 2023. One new development is that there <br />will be a two -phased approach to the work. The first phase will be to the north of Dillon <br />Rd. and the second will be south of Dillon Rd., towards Stearn's Lake. There will be a <br />safe crossing built at Empire Road that will tie into Aquarius Open Space. <br />Adam introduced Abby McNeal, the new Parks Superintendent. She started on Monday. <br />Abby has lived in the area for 20 years. She has worked for the cities of Boulder and <br />Denver. <br />Adam said that staff have signed a contract for re -designs at several major medians and <br />parks (including Joe Carnival, The Enclave, and Sunflower Parks). They will meet with <br />PPLAB to consult with designs. <br />City Manager Jeff Durbin said that he is hearing feedback from boards and commissions <br />that members feel that they are not being listened to and don't have influence with City <br />Council. He wanted the boards to know that he hears this feedback. He said that he is <br />hearing that the loss of council liaisons may have something to do with this. He said <br />council has to make its own decisions about how to incorporate board feedback, but that <br />he is working with staff to try to help. One of his plans is to set up an internal team of <br />staff liaisons to boards and commissions so they can compare notes and discuss the <br />topic. He is also trying to work with council and has passed this feedback along to <br />council members. Helen also suggested resuming council study sessions with boards, <br />noting that she would prefer more business -like study sessions to having informal <br />council/board dinners. Helen asked for an update from the City Manager's office in a <br />few months. David said he'd like to see members of the actual boards and commissions <br />representing their own point of view in this discussion, rather than limiting the <br />conversation to staff liaisons and council. Charles said he feels that big decisions are <br />often made about open space without OSAB being asked for input; he mentioned the <br />plan to pave a section of Coal Creek Trail as an example. Jeff thanked the boards for <br />their input. He emphasized that city sales and property tax revenue has gone down <br />considerably and warned the boards that there are over $100 million of CIPs not being <br />funded. Susan pointed out that the wayfinding CIP has been put off many times for <br />years before the fire. <br />7. Board Updates <br />5 <br />
